NUMBER OF HOUSES SANCTIONED, GROUNDED AND COMPLETED IN TAMIL NADU
3425. SHRI R. GIRIRAJAN:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total number of houses sanctioned, grounded and completed in Tamil Nadu, Corporation
city-wise, specifically in the Greater Chennai Metropolitan Region under the Pradhan Mantri
Awas Yojana - Urban (PMAY-U) as on February, 2026;
(b) the details of the beneficiaries who have availed interest subsidy under the Credit Linked
Subsidy Scheme (CLSS) in Greater Chennai Metropolitan region;
(c) the status of the Affordable Rental Housing Complexes (ARHCs) scheme in providing
dignified living conditions to poor and workers in the industrial belts of Chennai,
Chengalpattu, Tiruvallur, Kanchipuram and Vellore districts; and
(d) the progress made under in-situ slum redevelopment projects undertaken with Central
support to make Chennai slum-free, and?

(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan
Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca
houses with basic civic amenities to eligible urban beneficiaries including slum dwellers across the
country through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme
(CLSS).
ISSR vertical of PMAY-U is specifically for redevelopment of slums using land as a resource for
providing houses to eligible slum dwellers. However, slum dwellers could take benefit under any
vertical. The CLSS vertical of PMAY-U was implemented as a Central Sector Scheme. CLSS for
Middle Income Group (MIG) ended on 31.03.2021 and CLSS for Economically Weaker Section/
Low Income Group (EWS/LIG) ended on 31.03.2022. The scheme period of PMAY-U has been
extended to 30.09.2026 for completion of under-construction houses and release of funds through
SNA-SPARSH module.
Further, based on the learning from the experiences of implementation of PMAY-U, MoHUA has
revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country to support 1 crore additional
eligible beneficiaries under the scheme. The scheme is being implemented through four verticals i.e.
Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental
Housing (ARH) and Interest Subsidy Scheme (ISS). The scheme guidelines of PMAY-U 2.0 may be

Based on the project proposals submitted by States/UTs, a total of 125.15 lakh houses, including
13.67 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far across the country
including Tamil Nadu. Out of 125.15 lakh sanctioned houses, 116.57 lakh houses have been
grounded and 97.30 lakh are completed/delivered to the beneficiaries including slum dwellers across
the country as on 02.03.2026. Out of the total sanctioned houses under the schemes, about 29 lakh
houses have been sanctioned to slum dwellers under BLC/AHP/ISSR verticals, of which 2.86 lakhs
are from Tamil Nadu and 60,195 are from Chennai. City wise details of houses sanctioned,
grounded and completed along with beneficiaries under Credit Linked Subsidy Scheme (CLSS) and
Interest Subsidy Scheme (ISS) specifically in Chennai Metropolitan Region and other remaining
parts/regions of Tamil Nadu under PMAY-U & PMAY-U 2.0 are at https://pmay-

the PMAY-U dashboard (https://dashboard.pmay-urban.gov.in).
Under the Schemes, Central Assistance of ₹1.77 lakh crore has been released to
States/UTs/implementing agencies against the total sanctioned Central Assistance of ₹2.09 lakh
crore. Of the total Central Assistance released, a total of ₹ 2680 crore interest subsidy has been
disbursed to 1.22 lakh beneficiaries under CLSS/ ISS verticals of PMAY-U and PMAY-U 2.0 in
Tamil Nadu, including of ₹ 912 crore interest subsidy for 40239 beneficiaries in Greater Chennai
Metropolitan region.
Ministry of Housing and Urban Affairs (MoHUA) launched Affordable Rental Housing Complexes
(ARHCs) as a sub-scheme of Pradhan Mantri Awas Yojana - Urban (PMAY-U) in July 2020 to
provide dignified living rental accommodation at affordable rate near the workplace of urban
poor/workers across the country. This scheme has been implemented through following two models:
Model-1: Converting existing Government funded vacant houses into ARHC through PPP mode or
by Public Agencies,
Model-2: Construct, Operate and Maintain rental housing by Private/Public Entities for urban poor,
working women, employees of Industries, Industrial Estates, Institutions and other eligible
Economically Weaker Section (EWS)/Low Income Group (LIG) families.
Under Model-1, a total of 5,783 Government funded vacant houses have been converted into
ARHCs, so far. Additionally, proposals for converting 7,413 existing Government funded vacant
houses into ARHC units have been processed in the States of Gujarat, Himachal Pradesh, Haryana,
Madhya Pradesh and Rajasthan. The Ministry has not received any proposal for converting the
existing Government funded vacant houses into ARHCs under Model-1 from the State of Tamil
Nadu. Further, based on the proposals submitted by States/Union Territories (UTs) under Model-2,
MoHUA has approved proposals for construction of 83,298 new ARHC units in several States. Out
of this, a total of 61,411 units under ARHCs have been approved for State of Tamil Nadu, of which
construction of 40,630 ARHC units have been completed, so far. The State/UT-wise number of
ARHCs sanctioned and completed under both models is at Annexure.
Based on the learnings of ARHCs, a dedicated vertical of ARH has been provisioned under PMAY-
U 2.0. The basic purpose of the ARH vertical is to promote construction of affordable rental housing
close to the workplaces of the intended beneficiaries. The ARH vertical aims to create a conducive
environment for construction of adequate rental housing for eligible beneficiaries including urban
migrants/industrial workers/working women/students/urban poor etc. By promoting housing near
employment hubs and workplaces, the scheme aims to reduce travel time and expenses, improve
productivity and quality of life and create more inclusive and sustainable urban communities. So far,
the Ministry has not received any proposal under ARH vertical from the State of Tamil Nadu.
