OBJECTIVES OF PRADHAN MANTRI JAN VIKAS KARYAKRAM
5367. SHRI BALWANT BASWANT WANKHADE:
Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the details of the aims and objectives of the Pradhan Mantri Jan Vikas Karyakram and the
works sanctioned and completed under the Programme in Amravati, Solapur, Satara and
Yavatmal districts of Maharashtra during the last three years and the current year, district-wise;
(b) the details of the funds allocated, released and utilised under PMJVK in the said districts
during the above period, district and year-wise;
(c) whether the Government has evaluated the physical and financial performance of PMJVK
in these districts and if so, the details and the outcome of such evaluation; and
(d) the steps taken by the Government to improve fund utilisation, ensure timely completion of
projects and enhance the impact of PMJVK in minority-concentrated areas of the said districts?

(a) & (b) Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored
Scheme and a flagship programme of the Ministry of Minority Affairs aimed at creation of
community infrastructure in Minority Concentration Areas across the country. The scheme
focuses on improving the quality of life of minority communities by developing infrastructure
in sectors such as Health, Education, Skill Development, Women-centric projects, Drinking
Water Supply, Sanitation, Sports, Renewable Energy, Tourism, Animal Husbandry and other
need-based community assets.
PMJVK is a demand-driven scheme, under which projects are considered and approved
on the basis of proposals received from the respective State Governments/ Union Territory
Administrations, subject to fulfilment of scheme guidelines.
In this regard, it is stated that no projects have been sanctioned under PMJVK during
the last three years and the current year in the districts of Amravati, Solapur, Satara and
Yavatmal in the State of Maharashtra. Further, as PMJVK is a demand-driven scheme, no
district-wise allocation of funds is made. However, funds are released to States/UTs based on
approved projects and their implementation progress. The year-wise details of funds released
to the State of Maharashtra under PMJVK during the last three years and the current year are

(c) & (d) Under PMJVK, the execution, operation and maintenance of approved projects
are the responsibility of the respective State Governments/Union Territory Administrations.
The Ministry monitors the progress of projects through periodic review meetings with
States/UTs to assess both physical and financial progress. In addition, national workshops are
organized to facilitate effective implementation and timely completion of projects. States/UTs
are also advised to expedite implementation, drop non-viable projects where necessary, and
utilize the available funds for completion of ongoing sanctioned projects under PMJVK.
To ensure accountability and transparency in project implementation, the Ministry has
developed a dedicated PMJVK Portal, which provides an end-to-end digital platform for
monitoring the entire project lifecycle from proposal submission to approval, fund release and
completion. States/UTs upload real-time progress reports, geo-tagged photographs and
milestone updates on the portal.
In addition, the NIGRANI Mobile App has been launched to facilitate field-level
reporting through geo-tagged photographs and data uploads directly from project sites. These
digital platforms enable real-time monitoring, enhance transparency and support timely
corrective action wherever required. The funds are released through the State Nodal Account
(SNA) mechanism to facilitate efficient utilization for approved community infrastructure
projects.
