(a) the current status of the scheme to install panic buttons
and GPS in public buses and taxis in Delhi;
(b) whether the Government released Rs. 6.328 crore to the
Delhi Government on 20.03.2023 under the said scheme, if so, the
details thereof; and
(c) the reasons for not being able to implement the said
scheme in Delhi?

(a) Under the scheme, Central Government provides a share of
the funds required for implementation, and the responsibility for
implementation lies with the respective State/UT Government. As
informed by the Government of National Capital Territory of Delhi(GNCTD), the current status of the scheme to install panic buttons
and GPS in public buses and taxis in Delhi is as under :
i) Vehicle Location Tracking System (VLTS) portal
(https://vlts.delhi.gov.in/) has been developed.
ii) Command and Control Centre (CCC) has been setup at
Kashmere Gate Inter-State Bus Terminus (ISBT), Delhi for
overall monitoring of Emergency Alert System (EAS) under
the VLT System.
iii) As on date, more than 64,000 Public Service Vehicles
of Delhi have been fitted with VLT devices. Further, all the
buses under Delhi Transport Corporation (DTC) are equipped
with GPS devices and panic buttons.
(b) The Government has released an amount of Rs. 6.328 Crore
to Transport Department of Delhi on 20.03.2023 under the said
scheme, to setup the Command and Control Centre including the
Backend Application for monitoring the Public Service Vehicles.
However, the Utilisation Certificate has not been received.
(c) As informed by the Government of National Capital Territory
of Delhi, the earlier VLTS was not Automotive Industry Standards
(AIS) -140 compliant and could not be enforced properly. Thus a
fresh National Informatics Centre (NIC) based system was
implemented by the Transport Department, NCT of Delhi for the
implementation of the “Backend System and Monitoring Center for
the Vehicle Tracking and Monitoring for the Public Service
Vehicles as per the AIS 140 standards”.
