PENDING PROJECTS UNDER SMART CITIES MISSION IN ANDHRA PRADESH
NO. 2616. SHRI GOLLA BABURAO:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) whether it is a fact that there are still 50 projects under Smart Cities Mission (SCM)
worth nearly ₹1,000 crores yet to be completed in the State of Andhra Pradesh;
(b) whether it is also a fact that there are also projects in Vissakhapatnam, which was
selected as Smart City, pending for completion even at the end of the Mission period;
(c) if so, steps being taken by Government to complete all pending projects in the State of
Andhra Pradesh, particularly related to projects in Visakhapatnam; and
(d) by when the all projects in the State are going to be completed?
ANSWER

(SHRI TOKHAN SAHU)
(a) & (b): Under Smart Cities Mission (SCM), 4 cities, viz. Amaravati, Kakinada,
Tirupati and Visakhapatnam were selected in the State of Andhra Pradesh. As reported by
the State, as on 01.03.2026, out of a total 280 projects amounting to ₹6,589 Cr, 249
projects (89% of total projects) amounting to ₹5,739 Cr have been completed and the
remaining 31 projects amounting to ₹850 Cr are at implementation stage.
The city-wise details of projects in the state of Andhra Pradesh are as under:

(c) & (d): Post closure of SCM on 31.03.2025, Ministry of Housing and Urban Affairs
(MoHUA) has issued Advisory No. 27 dated 10th June 2025 and D.O. letter dated
24.02.2026 to all States/ UTs wherein the Special Purpose Vehicles (SPVs) have been
advised to ensure submission of their Utilization Certificates (UCs) for the GOI funds
released to them not later than March 2026 and prepare O&M plans for the assets created.
