GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 627 ANSWERED ON 22.07.2026 PM-VIKAS Scheme 627. Mr Pathan Yusuf: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) whether the Government has undertaken a review of the implementation of the PM-VIKAS (Pradhan Mantri Virasat Ka Samvardhan) scheme for skill development and entrepreneurship among minority communities and if so, the details thereof; (b) the details of number of beneficiaries covered under the scheme during the last three years, State/UT-wise; (c) whether the Government has identified any gaps in training, placement and access to credit for minority youth and if so, the details thereof; and (d) the corrective measures proposed to improve employment outcomes and self-employment opportunities under the scheme? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a & b) The Ministry reviews the implementation of the PM VIKAS Scheme on a regular basis at various levels to assess progress, address operational challenges and strengthen implementation. Periodic review meetings are conducted with Project Implementing Agencies (PIAs), National Skill Development Corporation (NSDC), Awarding Bodies and other stakeholders. The PM VIKAS scheme guidelines were approved in January 2025, and targets under the scheme were allocated under the three different components of the scheme viz. a) skilling and training, b ) women leadership and entrepreneurship and c) education to be covered through 59 Project implementing agencies. Out of the total allocated, state wise number of enrolled candidates are as follows: States/UTs Enrolled Candidates Andhra Pradesh 2,952 Assam 14,521 Bihar 1,760 Delhi 2,112Haryana 769 Jammu And Kashmir 7,491 Jharkhand 5,593 Karnataka 1,409 Kerala 607 Madhya Pradesh 4,161 Maharashtra 5,216 Manipur 60 Meghalaya 510 Nagaland 370 Punjab 8,349 Rajasthan 488 Sikkim - Tamil Nadu 381 Telangana 2,422 Tripura 984 Uttar Pradesh 17,634 Uttarakhand 2,845 West Bengal 284 Total 80,918 (c & d): The implementation of the PM VIKAS Scheme and related consultations with stakeholders have highlighted certain areas requiring strengthening. These include strengthening industry linkages and placement opportunities through greater focus on apprenticeships, On-the- Job Training (OJT), verified placements and alignment of training programmes with emerging and future skill requirements. To improve employment outcomes and self-employment opportunities under PM VIKAS, the Government has adopted a multi-pronged approach. The Scheme provides industry-aligned skilling in emerging sectors through reputed institutions and industry-linked Project Implementing Agencies. To strengthen employment linkages, the Ministry also organizes stakeholder consultations to facilitate placement opportunities for trained candidates. The Scheme also envisages career counselling, entrepreneurship development training, mentoring support through Business Mentors/Udyami Mitras and integrates credit linkages with the National Minorities Development & Finance Corporation (NMDFC) to facilitate access to concessional finance for self-employment and enterprise development. *****
