Will the Minister of Development of North Eastern Region be pleased to state:
(a) the extent of adoption of Poorvottar Vikas Setu (PVS) portal by State Governments and Central agencies, including the number of projects, DPRs and fund-release requests processed through the portal since its launch;
(b) whether the Ministry has assessed the impact of portal on timelines for project appraisal, inter-ministerial consultations and fund disbursal as compared to the earlier system;
(c) if so, the details thereof;
(d) whether any capacity-building, training or technical support has been provided to States and implementing agencies for effective use of the portal; and
(e) if so, the details thereof? ANSWER The Minister of State of the Ministry of Development of North Eastern Region (Dr. Sukanta Majumdar)
(a) All the project proposals (Concept Notes/Detailed Project Reports) and fund release requests are now received from the State Governments and Central Agencies through the Poorvottar Vikas Setu (PVS) portal.
(b) & (c) The use of PVS portal paved way for streamlining the process of project approval, monitoring and release of funds, with enhanced efficiency and transparency.
(d) & (e) Ministry is organizing sessions, both offline and online, from time to time, for capacity building and training for the implementing agencies and field units, for the better and effective use of the PVS portal.
