534. SHRI MALAIYARASAN D
Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the present status of implementation of the Pradhan Mantri Jan Vikas Karyakram (PMJVK)
across the country, along with the details of funds allocated, sanctioned, released and
expenditure incurred during the last five years, State/UT-wise particularly Kallakurichi Lok
Sabha Constituency of Tamil Nadu;
(b) the details of the number of projects sanctioned, in progress and completed under PMJVK
in sectors such as education, skill development, health, sanitation and basic infrastructure,
district-wise;
(c) the criteria adopted for identification of minority concentration areas under the scheme and
whether any revision or updation of such criteria has been undertaken in recent years and if so,
the details thereof;
(d) whether instances of delay, non-completion or cost escalation of projects have been
reported and if so, the details thereof and the corrective measures taken thereon; and
(e) the details of monitoring mechanisms, geo-tagging, third-party evaluation and social audit
systems in place to ensure transparency and accountability?

(a) Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme and
one of the flagship programmes of the Ministry of Minority Affairs. The Scheme aims to create
community infrastructure in Minority Concentration Areas across the country in sectors such
as Health, Education, Skill Development, Women-centric Projects, Drinking Water and
Sanitation, Sports, Renewable Energy, Tourism, Animal Husbandry and other community
infrastructure.PMJVK is a demand-driven scheme, and no State/UT-wise allocation of funds is made
under the Scheme. The State/UT-wise details of projects sanctioned, funds released and
expenditure incurred during the last five years are enclosed at Annexure-I.
Further, no project has been sanctioned under PMJVK in Kallakurichi Lok Sabha
Constituency of Tamil Nadu during the last five years.
(b) The district-wise status of projects sanctioned under PMJVK in sectors such as
education, skill development, health, sanitation, sports and other community infrastructure are
placed at Annexure-II.
(c) & (d): As per the revised guidelines of the Pradhan Mantri Jan Vikas Karyakram
(PMJVK), the Scheme is being implemented in all districts across the country. Under the
Scheme, the States/UTs may propose infrastructure projects in identified areas where the
concentration of minority population is more than 25% within a catchment area of a 15 km
radius.
No revision or updation has been made to the identification criteria during the period
under reference.
Further, as per the PMJVK guidelines, any increase in project cost arising due to time
overruns and/or cost overruns is required to be borne by the respective State
Government/Union Territory Administration. Accordingly, the responsibility for addressing
delays, non-completion and cost escalations in project implementation rests with the concerned
State Government/UT Administration in accordance with the Scheme guidelines.
(e) To ensure transparency, accountability and effective monitoring of projects under the
Scheme, the Ministry has developed a dedicated PMJVK Portal, which provides an end-to-end
digital platform for monitoring the entire project lifecycle, including proposal submission,
appraisal, approval, release of funds, implementation and completion. States/UTs regularly
upload progress reports, geo-tagged photographs and milestone-wise updates on the portal to
facilitate real-time monitoring.
Further, the NIGRANI Mobile App has been launched to enable field-level monitoring
through geo-tagged photographs and real-time data uploads directly from project sites.
In addition, projects are monitored through periodic review meetings, field inspections
and reports submitted by the implementing agencies. Third-party evaluation studies are
undertaken from time to time to assess the effectiveness and impact of the scheme. Social audit,
wherever applicable, is carried out in accordance with the guidelines/instructions issued by the
respective State/UT Governments and the provisions governing the implementing agencies.
These mechanisms collectively strengthen transparency, accountability and timely
corrective action in the implementation of the Scheme.
