SHRI HARENDRA SINGH MALIK Will the Minister of MINORITY AFFAIRS be pleased to state:- (a) whether there is any time-bound plan for the establishment of new degree colleges and technical institutions under the Pradhan Mantri Jan Vikas Karyakram (PMJVK) in the newly- notified development areas of Uttar Pradesh and if so, the details thereof; (b) whether the Government has received complaints regarding the extremely poor construction quality of hospital and school buildings built in remote rural areas which have started dilapidating within a short span of time and if so, the details thereof; (c) whether any independent social audit has been conducted under the said scheme to ensure long-term benefits to the beneficiaries from these premises rather than merely completing construction targets under the said scheme and if so, the details thereof; and (d) the details of various steps taken/being taken by the Government to impart modern vocational education to the youth of these minority-concentrated areas to encourage the establishment of new industries in the said regions? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (d) A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (D) OF LOK SABHA STARRED QUESTION NO. *249 TO BE ANSWERED ON 05.08.2026 ASKED BY SHRI HARENDRA SINGH MALIK REGARDING “PRADHAN MANTRI JAN VIKAS KARYAKRAM ”. (a) The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme of the Ministry of Minority Affairs aimed at creating community infrastructure in Minority Concentration Areas across sectors such as education, health, skill development and other identified sectors. The Scheme is demand-driven, and projects are considered for approval based on proposals received from the respective State Governments/UT Administrations. As per the revised PMJVK Guidelines, the Scheme is implementable in all districts of the country, and States/UTs may propose infrastructure projects in identified areas having more than 25% minority population within a 15 km radius. At present, there is no time-bound plan for the establishment of new degree colleges and technical institutions under PMJVK in the newly-notified development areas of Uttar Pradesh. Further, no proposal for such institutions from the Government of Uttar Pradesh is presently under consideration in the Ministry. (b) No complaints regarding the construction quality of hospital or school buildings created under the PMJVK have been received by the Ministry. (c) No independent social audit has been conducted under the PMJVK. However, the Ministry has undertaken independent third-party evaluation and impact assessment studies to assess the implementation and long-term outcomes of the Scheme. An Evaluation Study was conducted by the Indian Institute of Public Administration (IIPA), New Delhi, and an Impact-cum-Assessment Study was carried out by the Development Monitoring and Evaluation Office (DMEO), NITI Aayog. These studies assessed the Scheme's implementation, effectiveness, impact, efficiency and sustainability in Minority Concentration Areas. They examined infrastructure creation, service delivery and outcomes, and made recommendations for improving awareness, fund flow, monitoring and maintenance of assets. In addition, to strengthen independent technical oversight and ensure quality of infrastructure, Third Party Quality Assurance (TPQA) has been made mandatory for all PMJVK projects across all States and Union Territories.(d) The Ministry implements Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS), a Central Sector Scheme aimed at improving the livelihoods of minorities, particularly artisan communities, through skill development, entrepreneurship and education support. Under the Skilling and Training Component of PM VIKAS, provision has been made for imparting market-oriented and placement-linked skill training to minority youth in contemporary/non-traditional trades. The training is aligned with the National Skills Qualification Framework (NSQF) and is undertaken through empanelled training partners/implementing agencies in accordance with the Scheme Guidelines. The component seeks to equip beneficiaries with skills relevant to emerging market requirements and improve their employability and livelihood opportunities. The Scheme also provides for traditional training for minority artisans in identified art and craft forms with a view to upgrading their skills, improving productivity and enabling them to respond to contemporary market requirements. Further, the Women Leadership and Entrepreneurship Component seeks to promote leadership and entrepreneurship among women beneficiaries. PM VIKAS also envisages convergence with the National Minorities Development and Finance Corporation (NMDFC) and other financial institutions for facilitating credit linkages and supporting beneficiaries towards self-employment and entrepreneurship. Thus, through skill development, training, entrepreneurship support and convergence for credit linkages, the Ministry seeks to enhance the employability and livelihood opportunities of youth belonging to minority communities. ******
