GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1660 ANSWERED ON- 29.07.2026 PRADHAN MANTRI JAN VIKAS KARYAKRAM IN UTTAR PRADESH 1660. SHRI DEVESH SHAKYA Will the Minister of MINORITY AFFAIRS be pleased to state:- (a) the number of schools and colleges sanctioned under Pradhan Mantri Jan Vikas Karyakram (PMJVK) in minority dominated areas of Kasganj and Etah during the last three years; (b) the details of the number of pre-matric and post-matric scholarships given to students belonging to minority communities in these districts, year-wise; (c) whether the Government is likely to set up Hunar Haats or permanent marketing centres to promote local handicrafts in areas like Ganj Dundwara (Kasganj) and if so, the details thereof; and (d) the present status of digitisation of Waqf properties in these districts and the plan to use them in public interest? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme and one of the flagship programmes of the Ministry of Minority Affairs. The Scheme aims to create community infrastructure in Minority Concentration Areas across the country in sectors such as Health, Education, Skill Development, Women-centric Projects, Drinking Water and Sanitation, Sports, Renewable Energy and other community infrastructure. No schools and colleges have been sanctioned under PMJVK in the districts of Kasganj and Etah in Uttar Pradesh during the last three years. (b) Ministry of Minority Affairs, Government of India, implemented three scholarship schemes, namely the Pre-Matric Scholarship Scheme, Post-Matric Scholarship Scheme, and Merit-cum-Means Scholarship Scheme, for students belonging to the six notified minority communities, viz. Buddhists, Christians, Jains, Muslims, Parsis, and Sikhs, across the country.These three scholarship schemes were discontinued after the academic year 2021–22. However, funds continued to be released beyond 2021–22 towards committed liabilities arising from scholarships sanctioned under the schemes. The district-wise and year-wise details of scholarships disbursed in Kasganj and Etah districts during the period from 2020–21 to 2022–23 are given at Annexure-I. (c) The Ministry, under the erstwhile USTTAD Scheme, organised 41 Hunar Haats, providing artisans, craftsperson’s and culinary experts from across the country, including Uttar Pradesh, with a platform to showcase and market their handicrafts, handloom products and traditional cuisine. The USTTAD Scheme was subsumed under the PM VIKAS (Pradhan Mantri Virasat Ka Samvardhan) Scheme with effect from 2021-22. Under the PM VIKAS Scheme, the Ministry has been organising Lok Samvardhan Parv, which brings together minority artisans from across the country and provides them with a platform to expand their businesses and enhance market access. The event enables artisans to showcase their indigenous arts, crafts and rich cultural heritage while promoting entrepreneurship and sustainable livelihoods. The Ministry has not received any proposal to set up Hunar Haats or permanent marketing centers to promote local handicrafts in areas like Ganj Dundwara (Kasganj) so far. (d) The Ministry of Minority Affairs developed and launched the UMEED Central Portal– 2025 on 06.06.2025 in accordance with the provisions of Section 3(ka) of the Unified Waqf Management, Empowerment, Efficiency and Development (UMEED) Act, 1995. The Portal facilitates the uploading of details of existing waqf properties and properties dedicated to waqf, registration of new waqf, and the overall management and governance of waqf institutions. As on 24.07.2026, a total of 357 waqf property details pertaining to Kasganj district and 1,032 waqf property details pertaining to Etah district have been uploaded on the UMEED Central Portal - 2025. The UMEED Central Portal - 2025 is a transformational reform aimed at bringing transparency, efficiency, and accountability in the management of waqf properties through the creation of a comprehensive digital repository of waqf assets.
