Progress and Impact of Khelo India Mission

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the details of the key objectives, components, institutional
framework and implementation roadmap of the recently announced
Khelo India Mission, including the total financial outlay, year-wise
allocation earmarked and the proposed interventions across the country,
including the Keonjhar Lok Sabha Constituency of Odisha;
(b) the details of the targets fixed for strengthening grassroots sports
infrastructure, talent identification, athlete scholarship and coach
development under the said Mission during the current year and the next
three years, State/UT-wise, including Surguja district in Chhattisgarh,
Jalgaon and Keonjhar Lok Sabha Constituencies;
(c) the manner in which the Government has integrated sports science,
technology support, talent scouting platforms and structured
competition pathways to support long-term athlete development and
performance enhancement, particularly in aspirational districts such as
Keonjhar;
(d) whether any monitoring framework, outcome indicators or
performance benchmarks have been notified to assess progress and
impact of the said Mission, State/UT-wise, including district-wise
evaluation mechanisms covering the said Constituencies; and
(e) if so, the details thereof?

NAYAK, HON’BLE MEMBERS OF LOK SABHA.
(a) to (e) The Khelo India Mission, announced in Budget 2026–27, is
envisaged as a comprehensive framework for strengthening sports
development in the country through promotion of grassroots sports,
creation of talent pathways, improvement of sports infrastructure,
enhancement of coaching and sports science support, and integration of
technology and data. It seeks to build upon the existing Khelo India
initiatives and to facilitate coordination among the Central Government,
States/UTs and other stakeholders for holistic sports promotion,
covering all regions including Surguja district in Chhattisgarh and
Jalgaon and Keonjhar Parliamentary Constituencies.
The Mission framework provides broad objectives and components
relating to community and school sports, talent identification, athlete
development, coach education, and competition structures, with
emphasis on inclusion of aspirational and under served areas. Details
regarding financial outlay, allocation, and State/UT-wise or district-level
‑
targets are finalized in accordance with approved procedures and
availability of budgetary resources.
Appropriate mechanisms for monitoring, evaluation, and performance
assessment are an integral part of the framework, and these aspects are
dealt with as per extant guidelines to ensure systematic review and
oversight at different levels.
