Parliament Question: Progress and outcomes of the Jammu Smart City Mission

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1833 ANSWERED ON 09/03/2026 PROGRESS AND OUTCOMES OF THE JAMMU SMART CITY MISSION 1833. SHRI SAT PAUL SHARMA: Will the Minister of Housing and Urban Affairs be pleased to state: (a) the number of projects completed under the Jammu Smart City Mission to date; (b) the total expenditure incurred under the mission so far; (c) the estimated revenue or economic value expected to be generated from completed projects; (d) the timelines prescribed for completion of the remaining projects; and (e) the details of projected expenditure envisaged for completion of the remaining projects? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b) Under Smart Cities Mission (SCM), as on 01.03.2026, Jammu Smart City has been able to claim central financial assistance of ₹489 Cr (i.e. 100% of the total central share allocation for the city) out of which funds amounting to ₹455 Cr has been utilized (i.e. 93% of the total central financial assistance released for city). As reported by the city as on 01.03.2026, out of a total 127 projects, 125 projects (98% of total projects) have been completed and the remaining 2 projects are at implementation stage. (c) to (e) Post closure of SCM on 31.03.2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No. 27 dated 10th June 2025. As per the advisory, the Special Purpose Vehicles (SPVs) are to ensure submission of their Utilization Certificates (UCs) for the GOI funds released to them not later than March 2026 and to ensure the timely completion of all ongoing SCM projects and prepare O&M plans for the assets created. The Advisory has further outlined the envisioned future role of SPVs of smart cities and a roadmap for the continued functioning of ICCCs. The advisory underscores repurposing of SPVs to meet emerging urban challenges. Further, as per the advisory, ICCCs are to be leveraged as city operating systems and state analytical hubs, with operational control preferably retained by the urban development departments. SPVs may receive service-linked revenues for managing ICCC functions. States and Union Territories, through their respective High-Powered Steering Committees (HPSCs), have been encouraged to chart out urban sector priorities and map areas where SPVs can continue to play a strategic role. *****
