GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 2611 ANSWERED ON 16/03/2026 PROGRESS OF PATNA SMART CITY PROJECTS 2611. SHRI AKHILESH PRASAD SINGH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of the Patna Smart City projects, specifically the integrated drainage and sewerage system upgrades mandated to be completed by 2026; (b) whether the Central Government is providing technical or financial assistance for the Right to Walk initiative recently announced under Bihar’s Saat Nishchay-3 (Ease of Living) program in Patna; (c) the details of funds sanctioned for the construction of escalators and foot-over bridges (FOBs) in high-congestion zones like Gandhi Maidan and Boring Road; and (d) the timeline for the reclamation of 25 acres of Bihar Housing Cooperative land in the Rajiv Nagar-Digha area for urban redevelopment? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Under Smart Cities Mission (SCM) as on 01.03.2026, Patna Smart City has been able to claim central financial assistance of ₹488 Cr (i.e. 100% of the total central share allocation for the city) out of which ₹485 Cr has been utilized (i.e. 99% of the total Central Share released for city). As reported by the city, as on 01.03.2026, all 34 projects amounting to ₹1,430 Cr have been completed. The details of projects are at Annexure. With the closure of the SCM on 31st March, 2025, there is no budgetary provision under the Mission to take any other project. The “Reclamation of 25 acres of Bihar Housing Cooperative land in the Rajiv Nagar-Digha area” is not covered under SCM. *****Annexure Annexure referred to in reply for part (a) to (d) of Rajya Sabha Unstarred Question No. 2611 for answer on 16th March, 2026 regarding Progress of Patna Smart City Projects.
