Shri Pratap Chandra Sarangi: Dr. Vinod Kumar Bind: Shri Dilip Saikia: Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) the details of projects sanctioned under North East Special Infrastructure Development Scheme - Other Than Roads (NESIDS-OTRI) during each of the last five years and the current year, State and sector-wise; (b) the details of projects completed and under implementation, indicating the amount sanctioned, expenditure incurred and percentage of physical progress thereof; (c) the details of infrastructure created under the said Scheme in sectors such as health, education, water supply and social infrastructure; and (d) the expected impact of these projects on improving socio-economic indicators in the North Eastern Region? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar] (a) to (c) The North East Special Infrastructure Development Scheme (NESIDS) under the Ministry of Development of North Eastern Region (MDoNER) was approved as a new Central Sector Scheme in 2017-18 and restructured into two components viz. NESIDS (Roads) andNESIDS (Other Than Roads Infrastructure) in 2022-23. During the last five financial years and current year, i.e, from FY 2021-22 to FY 2026-27 (as on 30.06.2026), a total of 104 projects costing ₹3,779.49 crore have been sanctioned under NESIDS (OTRI). The state wise and sector wise details of the projects sanctioned during the last five financial years and current financial year (till 30.06.2026), the amount sanctioned, expenditure incurred and physical progress under NESIDS (OTRI), is at Annexure-I. (d) The Third Party Evaluation of the NESIDS (OTRI) scheme was carried out by IIM Shillong in 2025. The evaluation report states that the NESIDS (OTRI) scheme has brought significant and tangible improvements in the lives of intended beneficiaries across the North Eastern Region. The Scheme has enabled critical infrastructure development in underserved and remote areas, directly addressing long-standing gaps in healthcare, education, water supply, power, and digital access.
