Parliament Question: Progress under the Smart Cities Mission

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3419 ANSWERED ON 23/03/2026 PROGRESS UNDER THE SMART CITIES MISSION 3419. SHRI DEREK O' BRIEN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of total funds sanctioned/allocated and funds released by the Central Government under the Smart Cities Mission (SCM) over the last five years, year-wise; (b) the amount of funds actually utilised and the corresponding utilisation percentage, provided State/UT- wise as well as city-wise; (c) the total number of projects approved under the Mission and their cumulative sanctioned cost, the city-wise status of Mission projects, showing those completed, those under implementation and those discontinued/dropped along with reasons for discontinuation/dropping wherever applicable; and (d) whether the Mission’s timeline has been extended beyond the originally notified period, if so, the revised timeframe and reasons for such extension? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Under Smart Cities Mission (SCM), out of Central Government’s allocation of ₹48,000 Cr, the cities have been able to claim central financial assistance of ₹47,458 crore (i.e. 99% of the total Central share allocation for cities) of which of ₹46,320 Cr has been utilized (i.e. 98% of the total Central share allocation for cities). As reported by the States/UTs as on 01.03.2026, a total 8,064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,784 projects (97% of total projects undertaken) worth ₹1,56,159 Cr have been completed and 280 projects amounting to ₹8,652 Cr are at implementation stage. City/UT wise details of Central Financial Assistance claimed & utilized with utilization percentage and status of projects under SCM is given at Annexure. (d): Projects under the Smart Cities Mission (SCM) involve complex urban infrastructure development, involving preparation and approval of Detailed Project Reports (DPRs), obtaining statutory clearances, and resolving land-related issues etc. Due to these procedural and implementation challenges, such projects require longer gestation periods. Consequently, since its launch, the mission was extended four times till 31.3.2025.
