Parliament Question: Project delays and utilisation gaps under AMRUT 2.0

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3418 ANSWERED ON 23/03/2026 PROJECT DELAYS AND UTILISATION GAPS UNDER AMRUT 2.0 3418. SHRI G.C. CHANDRASHEKHAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the allocation, release and utilisation of fund under AMRUT 2.0 so far; (b) the number of projects delayed beyond timelines; and (c) the reasons for under-utilisation flagged in review or audit reports? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) has been launched on 01 October 2021 in all Urban Local Bodies (ULBs)/ cities including all ULBs, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of water bodies, development of green spaces and parks are other components of the Mission. Under AMRUT 2.0, States/ Union Territories (UTs) are empowered to select, appraise, prioritise and implement the projects within the broad framework of Mission guidelines. Under AMRUT 2.0, the State Water Action Plans (SWAPs) comprising of 8,771 projects worth ₹1,92,482.52 crore including Central share of ₹66,036.33 crore have been approved. As reported by the States/ UTs on AMRUT 2.0 portal as on 02.03.2026, 7,080 projects worth ₹1,26,357.51 crore (capex cost) have been awarded and total works worth ₹54,429.73 crore have been physically completed so far. AMRUT 2.0 Mission has been extended till March 2027. The status of projects are available on the website https://amrut.mohua.gov.in/approvedProjects/state. Under AMRUT 2.0, against the admissible Central share of ₹66,036.33 crore for projects, ₹18,984.42 crore has been released/ Mother Sanction issued to the States/ UTs as on 02.03.2026. The State/UTs have submitted utilization certificates/ incurred expenditure through Mother Sanction amounting to ₹15,642.89 crore. The projects taken-up under AMRUT 2.0 are large infrastructure projects with long gestation periods. As reported by the States/UTs from time to time, delay in some projects occurred due to delay in preparation and approval of Detailed Project Reports, statutory clearances, land issues, etc. Further, Department of Expenditure has made a new system (SNA-SPARSH) for just in time release of funds to the States under Centrally Sponsored Schemes. The funds are now released to the States through Mother Sanctions which are utilised by the State on real time basis. *****
