GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3422 ANSWERED ON 23/03/2026 PROPOSALS FOR THE DEVELOPMENT OF HYDERABAD AS A GLOBAL CITY 3422. SMT. RENUKA CHOWDHURY: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total number of proposals received from the State Government of Telangana since 2023 for the development of Hyderabad as a global city, including infrastructure, transport, urban renewal and smart city initiatives; (b) the number of such proposals approved, partially approved or rejected, proposal-wise and year-wise; (c) the details of proposals presently pending with the Central Government or its committees, along with the reasons for pendency; (d) the financial assistance or approvals granted, if any, for such projects; and (e) whether any timeline has been fixed for disposal of the pending proposals? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Smart Cities Mission (SCM), Prime Minister Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi), etc. Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance to the States. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts. AMRUT 2.0: The Mission has been launched in the year 2021 in all ULBs/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Water body rejuvenation and green spaces and parks are other components of the Mission. Under the Mission, States/ UTs are empowered to select, appraise, prioritize and implement projects. Under AMRUT 2.0, the State Water Action Plans (SWAPs) for Telangana comprising 03 sewerage/ septage management projects with a total cost of ₹3,849.1 crore have been approved in Hyderabad city. SBM-U 2.0: To strengthen the sanitation infrastructure in the Urban area of the country including Telangana, SBM-U 2.0 launched on October 1, 2021 for a period of five years, with a vision of achieving Garbage Free Status for all cities through 100% scientific management of all fractions of municipal waste. The mission is extended upto 31st March 2027 for implementation. Under SBM-U 2.0 (2021-2026), ₹1,067.3 crores have been allocated to State of Telangana. Out of which action plans worth ₹2,246.21 crores having central share of ₹993.40 crores have so far been approved. At present, no proposal under SBM-U 2.0 is pending for approval. …2/--2- Urban Transport: Two proposals of Hyderabad Metro Rail Phase-II (76.4 km) and Hyderabad Metro Phase-II (B) (86.1 km) were received in MoHUA from Government of Telangana on 04.11.2024 and 20.06.2025, respectively. Metro Rail projects are highly cost intensive, which undergo thorough appraisal process and examination which entails seeking additional information / clarifications at different levels in Central Government as per relevant provisions of Metro Rail Policy, 2017. The approval of project depends upon outcome of such appraisal process, feasibility of project and availability of the resources. Therefore, no timeline can be fixed. *****
