Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of roads sanctioned and completed under Pradhan Mantri Gram Sadak Yojana (PMGSY-II and III), State-wise including Darjeeling and Kalimpong districts of West Bengal;
(b) the details of funds allocated, the length of roads sanctioned and completed and the present status of each sanctioned road under such phases;
(c) whether roads damaged during the 2025 landslides in such districts are being reconstructed under the maintenance component of PMGSY, if so, the present status of such maintenance and restoration works; and
(d) whether the Government has received the list of proposals for PMGSY-IV roads in Darjeeling and Kalimpong districts and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a) & (b): Rural road is a State Subject. Pradhan Mantri Gram Sadak Yojana (PMGSY) is being implemented by the Government of India since the year 2000 as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of the designated population as laid out in the program guidelines.
Under Pradhan Mantri Gram Sadak Yojana-II (PMGSY-II), since inception, a total number of 6,661 roads of 49,777 kms road length have been sanctioned, out of which 6,617 roads of 49,107 km road length have been completed across the country, including the State of West Bengal, with an expenditure of Rs. 28,701 Crore(including state share). State/UT-wise details are given in Annexure I.
Page 1 of 5Under Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III), since inception, a total number of 15,959 roads of 122,322 km road length have been sanctioned, out of which 12,966 roads of 105,366 km road length have already been completed across the country, including the State of West Bengal, with an expenditure of Rs. 73,589 Crore(including state share) till date. Further, 2,993 roads totalling 15,500 km are at various stages of execution, including in the State of West Bengal. State/UT-wise details are given in Annexure-II.
Details of progress under PMGSY-II & PMGSY-III in the districts of Darjeeling and Kalimpong of West Bengal are given in Annexure-III.

(c): As per the programme guidelines of PMGSY, maintenance of roads constructed under the programme is the responsibility of the State Governments and all road works are covered by initial five-year maintenance contracts to be entered into along with the construction contract, with the same contractor, as per the Standard Bidding Document. Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of the 5-year post-construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5-year maintenance, including renewal as per maintenance cycle, from time to time, which are also financed by the state governments. There is no provision under the PMGSY for the maintenance of damaged roads due to natural calamities.
(d): Under PMGSY-IV, the Empowered Committee meeting for considering the proposal received from the State of West Bengal was held on 10.3.26 for 438 roads covering a length of 777.01 km. Out of this, 17 roads covering a length of 54.99 km were proposed for the Darjeeling district, and 26 road works covering a length of 80.19 km were proposed for the Kalimpong district.
