REGULARISATION OF UNAUTHORIZED COLONIES IN DELHI
245. MS. SWATI MALIWAL:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the number of unauthorised colonies in Delhi eligible for regularisation, district-wise or
zone-wise;
(b) the number of applications received from residents, number approved, and number pending,
year-wise since launch of the regularisation process;
(c) the number of conveyance deeds/authorisation slips issued to date;
(d) the amount of funds allocated and utilised for the implementation of regularisation of
unauthorised colonies in Delhi, year-wise;
(e) the steps taken to ensure timely processing of applications, and provision of basic civic
amenities to regularised colonies; and
(f) whether Government proposed to further extend or modify the regularisation framework to
cover additional unauthorised colonies?
ANSWER

(SHRI TOKHAN SAHU)
(a) : PM-UDAY Scheme confers ownership rights to the residents of 1731 Unauthorized
Colonies listed in the National Capital Territory of Delhi (Recognition of Property Rights
of residents in Unauthorized Colonies) Regulations, 2019 (except the unauthorised
colonies falling within the ambit of the exclusions provided under Regulation No. 7). As
per the provision of National Capital Territory of Delhi (Recognition of Property Rights of
Residents in Unauthorised Colonies) Regulations, 2019.
Regulation 5 (8) states that: -
“The Delhi Development Authority shall prepare Local Area Plan and Development
Control Norms for all unauthorised colonies or clusters of unauthorised colonies and make
necessary amendments in the Master Plan for Delhi (MPD)-2021 and Urban Building Bye
Laws for Delhi (UBBL)-2016 to pave the way for planned redevelopment of the existing
units on "as is where is" basis.”

All of these 1731 Unauthorised Colony listed in the National Capital Territory of Delhi
(Recognition of Property Rights of Residents in Unauthorized Colonies) Regulations 2019
(except the unauthorized colonies falling within the ambit of the exclusions provided under
Regulation No. 7) which are located in all the 13 districts of National Capital Territory of
Delhi are identified for regularisation subject to fulfilment of Development Control Norms,
notified by S.O.1014 (E), 08.03.2022.
So far none of the RWA of UCs have come forward with any proposal in accordance with
the DCN notified vide SO 1014 (E) dated 08.03.2022 for regularisation/regeneration.

(c): As on 25.01.2026, 38,690 Conveyance Deed /Authorization Slip have been executed.

(d): The requirement of fund for regularisation of unauthorised colonies of Delhi are met out
from General Budget.
(e): To ensure timely and efficient processing of applications under the PM-UDAY scheme,
several measures have been implemented. Periodic advisories have been issued to PM-
UDAY Processing Centres, directing them to process applications in a time-bound manner.
Processing timelines at various stages of the application have been reviewed and reduced
from time to time to ensure faster disposal. Further, deficiencies are now raised in a
consolidated manner, avoiding repeated queries and thereby minimizing delays.
In addition, to expedite the disposal of pending applications and to encourage new
registrations, a special initiative in the form of Single Window Camps has been introduced
under the PM-UDAY scheme. These camps are conducted every Saturday and Sunday and
function on a single-window clearance system.
In pursuance of National Capital Territory of Delhi (Recognition of Property Rights of
residents in Unauthorized Colonies) Regulations, 2019, the Development Control Norms
(DCN) has been notified on 08 March 2022, as a part of modification to MPD-2021 to pave
the wave for planned redevelopment of UCs including provision for basic amenities on ‘as
is where is’ basis.
(f): No such policy decision has been taken in this regard till date.
