SHRI DURAI VAIKO: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government is aware that the Youth Hostel at Tiruchirappalli, Tamil Nadu, is in a deteriorated condition and not in usable shape for youth training and accommodation activities; (b) whether the Government has received any proposal for renovation of the said hostel from the District Youth Hostel Management Committee; (c) if so, the details thereof, including the proposal of estimated cost of Rs. 90,62,400 submitted on 05.01.2022, and the present status of the proposal; (d) whether the Youth Hostel is presently under the caretaker control of My Bharat (formerly Nehru Yuva Kendra) and whether the funds are being allocated for its maintenance; and (e) the time by which the Government proposes to sanction and commence the renovation work to make the facility functional for youth and training activities? MANSUKH MANDAVIYA] Page 1 of 2(a) to (e) As per the Youth Hostel Manual, upon construction of the hostel, respective Youth Hostel is handed over to the Hostel Management Committee (HMC), which is chaired by the District Magistrate/District Collector in the present case. The Manual also provides for a one-time grant of up to ₹20.00 lakh for renovation/upgradation. In regards to Youth Hostel at Tiruchirappalli, a proposal dated 05.01.2022 for an amount of ₹90,62,400 was received in the Ministry from the Chairperson, HMC, which was subsequently revised to ₹19,92,700 by HMC on 13.10.2023. The revised proposal was approved by the Ministry and a Letter of Authorization was issued on 26.03.2024; however, the said Letter of Authorization was not booked by CPWD, Chennai. Subsequently, another proposal was received from the Youth Welfare and Sports Development Department, Chennai, which is not covered under the provisions of existing Youth Hostel Manual. As per the Youth Hostel Manual, each Youth Hostel is to be administered by a full-time Manager appointed by the Ministry, assisted by a Warden. In the absence of the Manager, the District Youth Officer (MY Bharat) functions as the in-charge. At present, the Youth Hostel at Tiruchirappalli is being looked after by the District Youth Officer.
