REPORT OF NATIONAL COMMISSION FOR MINORITIES
1798. SHRI VIJAY KUMAR HANSDAK:
Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the total number of annual and special reports submitted by the National Commission for
Minorities (NCM) to the Government since 2014, year-wise;
(b) the details of the main recommendations made in each of these reports regarding the
welfare and protection of minority communities;
(c) whether all these reports have been laid before each House of the Parliament along with the
memorandum of action taken as required under Section 13 of the National Commission for
Minorities Act, 1992; and
(d) the details of the major recommendations accepted and implemented by the Government so far
and the reasons for the delay in implementing the remaining recommendations?
ANSWER
THE MINISTER OF MINORITY AFFAIRS
(SHRI KIREN RIJIJU)
(a) & (b): National Commission for Minorities (NCM) submits their annual reports to the
Ministry of Minority Affairs recommending various aspects for the welfare and development of
minority communities. The recommendations broadly pertain to issues raised before the
Commission which include educational, transport connectivity, preservation of religious and
heritage sites, incorporation of minority needs into the Government schemes, promotion of
traditional languages, improved access to scholarships and development funds, recognition of
important historical events and support for tourism and regional development.
(c) & (d): As per the NCM Act 1992, a memorandum of action taken on the recommendations of
NCM is prepared by the Ministry of Minority Affairs in consultation with the concerned
Ministries/Departments. At present, the Ministry is in the process of consultation with the
concerned Ministries/Departments in respect of the recommendations contained in the annual
reports for laying on the table of the house after completion of the consultation process.
