SHRI ADITYA YADAV: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government has assessed the adequacy of National Highways, State Highways, district roads and rural roads in Budaun district of Uttar Pradesh which support industrial and agricultural marketing activities; (b) if so, the details thereof along with the steps taken by the Government to improve connectivity, logistics efficiency and last- mile access for industrial areas and MSME clusters in the said district; and (c) if not, the reasons therefor? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (c) The Government in Ministry of Road Transport & Highways is primarily responsible for development and maintenance of National Highways (NHs) in the country including the NHs in Budaun district in the State of Uttar Pradesh. Development and maintenance of State roads including State Highways, district roads, rural roads etc. is the responsibility of State Government.The Government receives proposals from various State Governments / Union Territories (UTs), from time to time, for declaration / upgradation of State Roads, including State Highways (SHs), as new NHs. Decisions are taken to notify State Roads including from the district of Budaun in Uttar Pradesh as NHs from time to time based on the broad principles of declaration of NHs, requirement of connectivity, traffic density and synergy with PM Gati Shakti National Master Plan (NMP). Development and maintenance of National Highways (NHs) is a continuous process. Works on NHs, including the NHs connecting Budaun, are accordingly taken up based on the traffic density, condition of road and synergy with PM Gati Shakti NMP to keep the NHs in traffic worthy conditions. NH-530B traverses Budaun district in a length of 55 km. Project-wise details of sanctioned/ ongoing NHs projects for development and maintenance of NHs passing through Budaun district are annexed. At grade intersection, Vehicular Underpass (VUP)//Flyover is provisioned as per Indian Road Congress (IRC) standards whenever NH intersects a State Highway/District road/rural road depending upon traffic intensity, road safety and site requirements. The Detailed Project Report (DPR) module tool developed by the Government along with the available features in the dynamic Geographic Information System (GIS) platform based on PM Gati Shakti NMP Portal is helpful for optimizing the NHs project alignments and planning of projects considering information related to existing physical / geographical features, forest areas, eco- sensitive areas, etc., in minimizing ecological impacts, requirements of clearances and faster and more effective project preparation. This contributes significantly in faster implementation of projects by obviating need for mid-course corrections / revisions in project features during project implementation phases. Further, projects are also examined by Network Planning Group (NPG) and the advice of NPG is suitably incorporated.The PM Gati Shakti NMP portal depicts the economic zones and the infrastructure linkages required to support them with an objective to holistically integrate all the multimodal connectivity projects. This also facilitates identifying the missing gaps for seamless movement of people, goods & services for proper connectivity, thereby improving the logistics efficiency, thus boosting trade and manufacturing.
