Parliament Question: Scholarships for minorities

GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 4102 ANSWERED ON 30/03/2026 SCHOLARSHIPS FOR MINORITIES

4102. DR. JOHN BRITTAS:

Will the Minister of MINORITY AFFAIRS be pleased to state:

(a) the details of the scholarship schemes currently available for the minority students at all stages of education;

(b) the number of beneficiaries, State-wise;

(c) the total scholarship amount earmarked and total amount disbursed per annum for minority students during the last five years, State-wise;

(d) the names and details of scholarship schemes discontinued or merged during the last five years;

(e) the amount allocated to the Ministry in Budgets, its RE allocation and Actuals during the said period;

(f) the amounts actually spent by Government during the last five years; and

(g) the details thereof, year-wise and State-wise? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU)

(a) to (c): Ministry of Minority Affairs implemented various Scholarship Schemes for minority students, across the country. However, the schemes have not been approved for implementation beyond 2021-22.

Under Central Sector Scheme of Scholarship (CSSS) for College and University Students component of Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana, and Special Scholarship Scheme for Jammu & Kashmir and Ladakh (SSS for J&K and Ladakh) Scholarships are awarded by Ministry of Education for pursuing graduate / postgraduate degree in colleges and universities. These Scholarship Schemes are available for all students including minority students.

The detail of students and amount disbursed under the Scholarship Schemes of Ministry of Minority Affairs is at Annexure -I.

(d): Ministry of Minority Affairs through Maulana Azad Education Foundation (MAEF) had implemented Begum Hazrat Mahal National Scholarship Schemes for girls, which has been subsumed with Pre-Matric and Post-Matric Scholarship Schemes for minorities from 2022-23. The Right to Education (RTE) Act, 2009 makes it obligatory for the local Government to provide free and compulsory elementary education (classes I to VIII) to each and every child. Accordingly from 2022-23, Pre-Matric Scholarship Scheme has been restricted only for class IX and X.
