Parliament Question: Smart City Mission in Guwahati

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA STARRED QUESTION NO. 94 ANSWERED ON 09/02/2026 SMART CITY MISSION IN GUWAHATI *94. MS. SUSHMITA DEV: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total funds allocated, released and utilised in Guwahati under Smart City Mission during the last three years, year-wise; (b) the component-wise break-up of funds, including expenditure on roads, drainage, water supply, solid waste management, housing, ICT and other sectors; (c) the total funds allocated and utilised specifically for drainage under the Mission; (d) the number of drainage and flood-mitigation projects sanctioned and completed/ongoing in Guwahati, along with their present status; and (e) whether any proposal has been approved or is under consideration for inclusion of Silchar under Smart City-related flood mitigation project/programme? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (e): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (e) OF THE RAJYA SABHA STARRED QUESTION NO. 94 FOR ANSWER ON 09.02.2026 REGARDING SMART CITY MISSION IN GUWAHATI (a) Guwahati is selected under the Smart Cities Mission (SCM) from the State of Assam. As reported by the State, as on 15.01.2026, out of a total 21 projects amounting to ₹755 Cr, 20 projects (95% of total projects) amounting to ₹746 Cr have been completed and 01 project amounting to ₹9 Cr is at implementation stage. Guwahati has been able to claim its entire central financial assistance of ₹490 Cr and has completely utilized the same. (b) to (d) The objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city, so as to create a replicable model. Under the Mission, states were empowered to select, appraise and implement projects as per their priorities and scheme guidelines. The project proposals were approved by High Powered Steering Committee (HPSC) chaired by the Chief Secretary of the State. The details of projects undertaken in various sectors in Guwahati Smart City is at Annexure.
