STATE OF HOUSING SCHEMES (PMAY-U) 2.0
220. SHRI NEERAJ SHEKHAR:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether Government has implemented the Pradhan Mantri Awas Yojana – Urban
(PMAY-U) 2.0 and other urban housing schemes to ensure "Housing for All";
(b) if so, the number of houses sanctioned, completed and occupied till date, State-wise and
year-wise;
(c) the details of number of houses sanctioned, completed and occupied till date under
PMAY-U 2.0 in the State of Uttar Pradesh, district-wise; and
(d) the details of initiatives taken to improve urban infrastructure including transport,
sanitation, water and housing in Tier-II and Tier-III cities and peripheral areas?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) to (c): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes related to urban
infrastructure including transport, sanitation, water and housing for their citizens are
implemented by States/Union Territories (UTs) in their respective areas. However,
Ministry of Housing and Urban Affairs (MoHUA) supplements efforts of States/UTs by
providing Central Assistance under Pradhan Mantri Awas Yojana - Urban (PMAY-U)
and PMAY-U 2.0 with an aim to provide all weather pucca houses with basic civic
amenities to all eligible urban beneficiaries.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA
has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with
effect from 01.09.2024 for implementation in urban areas across the country to support 1
crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme
(ISS). The Scheme Guidelines can be accessed at https://pmay-
urban.gov.in/uploads/guidelines/Operational-Guidelines-of-PMAY-U-2.pdf.
Based on the project proposal submitted by States/UTs, a total of 122.28 lakh houses
including 10.65 lakh under PMAY-U 2.0 have been sanctioned by the Ministry, so far.
Out of which, 114.84 lakh houses have been grounded and 97.02 lakh are
completed/delivered to the beneficiaries across the country as on 22.01.2026. The
State/UT-wise and year-wise details of houses sanctioned, completed and occupied till
date under PMAY-U and PMAY-U 2.0 are at Annexure-I, Annexure-II and Annexure-
III. The district-wise details of houses sanctioned, completed and occupied till date under
PMAY-U and PMAY-U 2.0 in the State of Uttar Pradesh are at Annexure-IV.

(d): Apart from PMAY-U and PMAY-U 2.0, MoHUA supplements efforts of States/UTs
through various Missions, such as Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) & AMRUT 2.0, Swachh Bharat Mission - Urban (SBM-U) &
SBM-U 2.0 and PM e-Bus Sewa to help in improving the urban infrastructure, transport,
sanitation and water. Further, as per the Scheme Guidelines of PMAY-U 2.0, States/UTs
are encouraged to ensure convergence of the scheme with various other Centrally
Sponsored Scheme and Missions including Smart Cities Mission (SCM), AMRUT 2.0,
PM SVANidhi, PM Surya Ghar: Muft Bijli Yojana etc. and other relevant schemes. In
addition, States/UTs are also encouraged to explore convergence with relevant State
schemes.
