STATE WAQF BOARD CONTRIBUTIONS TO CENTRAL WAQF COUNCIL

Will the Minister of MINORITY AFFAIRS be please to state:-
(a) the details of Annual Contributions paid by State Waqf Boards to Central Waqf Council
under section 10(1) of The Waqf Act,1995, year-wise;
(b) the amounts received by the CWC as Donations, Benefactions & Grants, year-wise;
(c) the details of Developmental Activities carried on by the CWC and grants or assistance
provided by CWC to State Waqf Boards; and
(d) the details of actions taken by the CWC against any State Waqf Board for non-compliance
with any Mandatory Duty as well as for ignoring CWC directions?

(a): The Central Waqf Council is a statutory body under the administrative control of the
Ministry of Minority Affairs. The details of annual contributions paid by the State Waqf Boards
to the Central Waqf Council under Section 10(1) of the UMEED Act, 1995, for the last five
financial years are as follows:

(b) to (d): Central Waqf Council implements the following two schemes of the Ministry, which is
now being implemented by the Ministry directly, namely:(i) Qaumi Waqf Board Taraqqiati Scheme (QWBTS): The scheme aimed at strengthening
the State Waqf Boards and automation of their activities to make the Boards self-reliant. This
scheme is implemented with a view to streamline record keeping, introduce transparency and
automation of the various functions/processes of the Waqf Boards and to develop a single web
based centralized application.
(ii) Shahari Waqf Sampatti Vikas Yojana (SWSVY): Under the scheme, interest free loans
are granted to various Waqf Boards and Waqf Institutions for construction of economically
viable buildings on the Waqf land, such as commercial complexes, marriage halls, hospitals and
cold storage etc. Maximum Rs.2.00 crore or 75% estimated cost of the project (excluding the
value of the land) whichever is less is given as loan.
For approved loan, Central Waqf Council levies charges of 8% administrative processing
cost. The loan is repayable in 16 half yearly installments with the moratorium of one year after
the final installment of loan is disbursed.
Further, under SWSVY, various projects such as commercial complex, hostel, college,
hospital marriage hall etc. has been undertaken.
The details of grant-in-aid received and released during the last five financial years under the
QWBTS and SWSVY schemes, which have subsequently been disbursed to the State/UT Waqf
Boards, are as follows:
