GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 2623 ANSWERED ON 16/03/2026 STATUS OF MAJOR SCHEMES UNDER THE MINISTRY 2623. DR. V. SIVADASAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total funds allocated, released and utilised under major housing and urban development schemes, including Pradhan Mantri Awas Yojana (Urban), AMRUT and Smart Cities Mission, during the last five years, year-wise and State-wise; (b) the number of housing units and urban infrastructure projects sanctioned, completed and pending, along with reasons for delays, if any; and (c) the steps being taken to address cost escalation, implementation bottlenecks, inter-State disparities and quality concerns, and to ensure timely delivery and inclusive urban development? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat Mission – Urban 2.0 (SBM – U 2.0), Smart Cities Mission (SCM), Prime Minister Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi) etc. Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance to the States. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts. AMRUT: The Government of India launched AMRUT in June 2015 to ensure basic urban infrastructure in selected cities with focus on water supply, sewerage and septage management, storm water drainage, non-motorized urban transport and development of green spaces. Under AMRUT, States/UTs have grounded 6,000 projects worth ₹83,493.22 crore, of which works worth around ₹81,177.67 crore have been physically completed. These projects include 1,403 water supply projects worth ₹43,378.59 crore, 889 sewerage/septage management projects worth ₹34,471.1 crore, 838 drainage projects worth ₹3,017.13 crore, 348 non-motorised urban transport projects worth ₹1,022.27 crore and 2,522 green spaces & park projects worth ₹1,604.13 crore. Under AMRUT, against Central share of ₹36,036 crore for projects, ₹34,901 crore have been released against which utilisation certificate worth ₹32,847 crore have been received. Details of State wise fund released and utilisation certificate received under AMRUT during the last five years are attached at Annexure I. …2/--2- AMRUT guidelines provisions for formation of State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State, to monitor and supervise the implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development & Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. Further, an Apex Committee constituted under the ambit of Mission guidelines reviews and monitors the Mission periodically. For assessment and monitoring of work done under AMRUT in the States/ UTs, there is a provision of Independent Review and Monitoring Agencies (IRMAs). Also, in order to fast-track the implementation of AMRUT, progress is periodically reviewed & monitored through regular video conferences/ webinars/ workshops/ site- visits etc. by MoHUA with the States/ UTs & their ULBs. There is a dedicated AMRUT online portal for tracking the progress and monitoring of projects provided by the States/ UTs. AMRUT 2.0 was launched in the year 2021 in all ULBs/ cities, enabling the cities to become 'self- reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Waterbody rejuvenation and green spaces & park are other components of the Mission. Under AMRUT 2.0, State Water Action Plans comprising of 8,771 projects worth ₹1,92,482.52 crore have been approved, which includes 3,531 water supply projects worth ₹1,19,670.51 crore, 584 Sewerage & Septage Management projects worth ₹65,624.98 crore, 2,991 water body rejuvenation projects worth ₹6,083.32 crore and 1,665 parks projects worth ₹1,103.71 crore. Under AMRUT 2.0, against Central share of ₹66,750 crore for projects, ₹18,984.42 crore have been released/Mother Sanction issued against which utilisation certificate received/ expenditure incurred from Mother Sanction worth ₹15,642.89 crore. Details of State wise fund released and utilisation certificate received/expenditure under AMRUT 2.0 are at Annexure II. SCM: Under SCM, out of Central Government’s allocation of ₹48,000 Cr, the 100 cities selected under the mission have been able to claim central financial assistance of ₹47,320 crore (i.e. 99% of the total Central share allocation for cities). As reported by the States/ UTs, as on 01.03.2026, amount of ₹46,203 Cr has been utilized (i.e. 97% of the total Central Share released for cities). The details of state-wise fund allocated under SCM are at Annexure III. Smart City Proposals (SCPs) have been planned at the local level based on the local needs of the cities, in consultation with various stakeholders, including citizens, across various sectors. The cities under SCM are being developed based on SCPs received from States/UTs, across various sectors, viz., smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment etc. Under SCM, a total 8,064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,784 projects (97% of total projects undertaken) worth ₹1,56,159 Cr have been completed. Among these, 123 housing projects were taken up, of which 122 have been completed. SBM-U 2.0: Under SBM-U 2.0, funds are allocated/sanctioned for the entire mission period and not on yearly basis. State-wise details of fund allocated and released/utilized (including expenditure) under SBM-U 2.0 are at Annexure-IV. PMAY-U 2.0: Land and Colonization are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/ UTs. However, MoHUA supplements the efforts of States/UTs, by providing Central Assistance for pucca houses to eligible urban beneficiaries across the country under PMAY-U since 25.06.2015. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by eligible beneficiaries at affordable cost, for one crore additional eligible beneficiaries through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U 2.0 guidelines and Unified Web-portal for submitting the online applications can be accessed through https://pmay-urban.gov.in. …3/--3- Under PMAY-U and PMAY-U 2.0, a total of 125.15 lakh houses have been grounded for construction, out of which 97.30 lakh houses have been completed. State/UT wise and year wise details of financial progress during the last five years under PMAY-U & PMAY-U 2.0 are at Annexure-V. The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme and as per Detailed Project Reports (DPRs) of respective projects. The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries, availability of State share etc. PM SVANidhi: This is a Central Sector scheme. Loan amount is disbursed by banks directly into the accounts of the beneficiaries. MoHUA along with Department of Financial Services (DFS) conducts regular review meetings with States/UTs/ULBs/Lending Institutions (LIs) to assess the ground level performance and resolve issues, if any. Urban Transport: At present, 1,145 kms of metro rail lines (including 82.15 kms of Delhi Meerut RRTS) are operational in 26 different cities across the country.
