Parliament Question: Status of Ongoing National Highway Projects in Telangana

Shri Kunduru Raghuveer: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the total number of National Highway projects that are ongoing or recently sanctioned in the State of Telangana during the last five years, indicating the total length involved and the sanctioned cost thereof; (b) the present physical and financial progress of each of these projects, district-wise; (c) the timelines fixed for completion of these projects; (d) whether any delays have been reported due to land acquisition issues, forest or environmental clearances, contractor performance, fund constraints and if so, the details thereof; (e) the steps taken by the Government to ensure quality control, transparency and timely completion of highway works in Telangana; and (f) whether the Government proposes to prioritize highway development in backward and semi-urban districts of Telangana to promote industrial growth and improve connectivity and if so, the details thereof?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a), (b), (c) & (d) The details are enclosed as Annexure-A. (e) The Government has taken several steps to ensure quality control, transparency, and timely completion of National Highway works. These include transparent e-tendering, quality checks by Independent Engineer/ Authority’s Engineer, third-party quality inspections by Independent Quality Auditor, using digital monitoring systems, and linking contractor payments to project milestones. Strict penalties are imposed for delays or poor-quality work, ensuring better execution of highway projects. All the NH projects are constructed and maintained duly following the prescribed standards and specifications, India Road Congress (IRC) codes and manuals to ensure the quality of the NHs. Regular review meetings are being conducted to monitor the progress of works to resolve the issues causing delays. Also, the State Government is regularly conducting Interdepartmental coordination meetings with all stakeholders on pre-construction activities like Land Acquisition, Forest clearances and shifting of Utilities to ensure hindrance free and speedy implementation of the projects to complete within time schedule. (f) The Government in the Ministry of Road Transport & Highways receives proposals from various State Governments/ Union Territories (UTs), from time to time, for declaration / upgradation of State Roads, including backward region and semi-urban districts, as National Highways (NHs).
