QUESTION
Status of projects under NESIDS–OTRI
3083 Shri Sanjay Singh:
Will the Minister of Development of North Eastern Region be pleased to state:
(a) the Budget Estimates (BE), RE, AE under NESIDS - Other Than Roads Infrastructure (OTRI)
from 2022–23 till date;
(b) the percentage utilisation of funds (actual vs RE) for the above period;
(c) the number of projects approved under NESIDS–OTRI as on date, State/UT-wise and sector-
wise;
(d) the total cost and actual expenditure for each completed and ongoing project under NESIDS–
OTRI, State/UT-wise; and
(e) whether Government has reviewed the variation in BE and RE during the years?

(a) to (e) The North East Special Infrastructure Development Scheme (NESIDS) was
approved as a new Central Sector Scheme in 2017-18 and restructured into two components viz.
NESIDS (Roads) and NESIDS (Other Than Roads Infrastructure) in 2022-23. The Budget
Estimates (BE), Revised Estimates (RE), Actual Expenditure (AE) under NESIDS (OTRI) and the
percentage utilisation of funds (AE vs RE) from Financial Year (FY) 2022-23 to FY 2025-26 (till
28.02.2026), is at Annexure-I.As on 28.02.2026, a total of 44 projects with cumulative sanctioned cost of Rs. 2,700.88
crore have been sanctioned under NESIDS (OTRI) to the eight North Eastern States. The Sector-
wise details of projects sanctioned and the funds released by the Ministry of Development of
North Eastern Region (MDoNER) under NESIDS (OTRI), is at Annexure- II.
The MDoNER closely monitors the utilization of funds under the schemes of MDoNER,
inter-alia, including NESIDS (OTRI) with the eight North Eastern States. However, the
implementation of projects is done by States/Agencies & is dependant on several factors such as
geographical location, terrain, mandatory statutory clearances, removal of obstacles etc.
