Shri B Y Raghavendra: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the present status of the Rural Self Employment Training Institutes (RSETI) scheme in the country, along with the total number of RSETI centres established and their distribution, State/UT-wise; (b) the total number of candidates enrolled, trained and successfully settled under the RSETI programme along with the corresponding settlement rate during the last five years, State and UT-wise; (c) the number of RSETI centres functioning, candidates trained and settled during the same period in Karnataka, district-wise; (d) the objectives and key components of the RSETI programme, including its role in promoting self-employment and entrepreneurship among rural youth; and (e) the funding pattern, implementation framework and monitoring mechanism of the scheme, along with the roles of the Ministry, State Governments, sponsoring banks, and other implementing agencies? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (d): Rural Self Employment Training Institutes (RSETIs) scheme is a poverty alleviation initiative under Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM) aimed at promoting self-employment and entrepreneurship among rural youth. It functions as a strategic arm of the Skill India Mission and operates under the common norms of the Ministry of Skill Development and Entrepreneurship (MSDE) with a mandate of ensuring at least 70% Page 1 of 7settlement of trained candidates. The programme is implemented through a three-way partnership between the Ministry of Rural Development, Sponsor Banks and State/UT Governments, with a provision to establish one RSETI in each district, managed by the Lead Bank, with ₹2 crore assistance for infrastructure and 100% training cost for rural poor youth funded by Ministry of Rural Development (MoRD). RSETIs provide short-term, demand-driven training programmes aligned with the National Skills Qualification Framework (NSQF) for rural youth in the 18–50 years age group, with emphasis on social inclusion. The institutes also facilitate credit linkage with banks and provide handholding support to trainees for up to two years after completion of training to help them establish and sustain self- employment ventures. As on date, 632 RSETIs have been established covering 619 districts in the country, the State/UT-wise details of which are given in Annexure-I. (b): The details of candidates enrolled, trained and successfully settled under the RSETI programme, along with the corresponding settlement rate during the last five years, State/UT-wise, are given at Annexure-II. (c): The details of number of RSETI centres functioning, candidates trained and settled during the same period in Karnataka, district-wise are given in Annexure-III. (e): The funding pattern, implementation framework and monitoring mechanism of the scheme, along with the roles of the Ministry, State Governments, sponsoring banks, and other implementing agencies are as follows: Funding Pattern: 100% training cost for rural poor youth funded by Ministry of Rural Development (MoRD). MoRD also provides ₹2 crore grant for building construction and Implementation Framework:  MoRD support in policy/funds, State Govts. support in land and Banks in sponsorship/operations.  One RSETI per district (lead bank-sponsored); 632 centres operational.  Annual Action Plan: Local needs-based; MIS for tracking. Page 2 of 7Monitoring Mechanism:  States/UTs monitors progress of RSETIs at State / district level.  National Director for National Centre for Excellence of RSETIs (NACER) monitors via State Directors; quarterly DLRAC reviews; Annual grading  RSETI MIS: Real-time data on training/settlement; NLACR (chaired by MoRD Secretary) for national oversight.  Annual Audits and periodical visits: By sponsor banks.  SRLMs/DPMs/Zilla Panchayats Roles of Stakeholders:  Ministry (MoRD): Policy, funding, curriculum approval; oversees via NLACR/NACER.  State Governments: Implementation, Monitoring, Free land, convergence with NRLM/SRLMs; mobilization, etc.  Sponsoring Banks: Training, Day-to-day management, Settlement, post training hand holding, credit linkage, etc. Other Agencies: NABARD (special courses), SLBCs (coordination), NGOs (handholding). ***** Page 3 of 7Annexure-I Annexure referred to in reply to part (a) of Lok Sabha Unstarred Question No. 2898 due for reply on 10.03.2026.
