STATUS OF SMART CITY MISSION
4052. SHRI RYAGA KRISHNAIAH:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the details of budget allocated under Smart Cities Mission (SCM) during the last five years, State-
wise;
(b) the names of the cities identified under SCM in the State of Andhra Pradesh, phase-wise;
(c) whether Government has examined the issues of rapid urbanisation, converting water bodies for
residential requirements and unscientific approach towards the development of the city which has
led to inundation as per experts; and
(d) if so, the steps taken to incorporate better and more sustainable urban development techniques as
part of its SCM?
ANSWER

(SHRI TOKHAN SAHU)
(a): Under Smart Cities Mission (SCM), out of Central Government’s allocation of ₹48,000 Cr, the
cities have been able to claim Central Financial Assistance of ₹47,458 Cr (i.e. 99% of the total
central share allocation for cities). As reported by the States/ UTs as on 01.03.2026, funds
amounting to ₹46,326 Cr has been utilized (i.e. 98% of the total Central Financial Assistance
released for cities). City/UT-wise details of Central Financial Assistance claimed & utilized
under SCM is given at Annexure.
(b): In the State of Andhra Pradesh, 4 cities, viz. Amaravati, Kakinada, Tirupati and Visakhapatnam
were selected. The details of phase-wise selection of cities in the State of Andhra Pradesh is as
under:

(c) and (d): ‘Land’ and ‘Colonization’ are State subjects. Further, as per the 12th Schedule of Indian
Constitution (Article 243W), Urban Planning including Town Planning is the responsibility of
Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements
these efforts of the States through schematic interventions/ advisories.
The Ministry of Housing and Urban Affairs (MoHUA) has a multi-pronged approach to ensure
planned and comprehensive urban development in the country. In all 4,915 statutory town &
cities, issues of cleanliness, housing for all, and clean drinking water are being addressed with
National urban missions like, “Swachh Bharat Mission (SBM)” for sanitation and hygiene,
“Pradhan Mantri Awas Yojna (PMAY)” for housing for all, “Pradhan Mantri SVANidhi Yojna”
and “Atal Mission for Rejuvenation & Urban Transformation (AMRUT)”. Thereafter, 100 cities
have been selected under the SCM to incorporate technology in better and faster urban
management. Further, to address the challenges of urban mobility, Metro Rail Transit System
(MRTS) is also operational in various cities.
