Parliament Question: Status of Smart City Mission in the country

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1821 ANSWERED ON 09/03/2026 STATUS OF SMART CITY MISSION IN THE COUNTRY 1821. SHRI C. VE. SHANMUGAM: Will the Minister of Housing and Urban Affairs be pleased to state: (a) the current status of the Smart Cities Mission (SCM) in the country, State-wise; (b) the details of the total funds sanctioned, allocated and utilised under SCM during the last five years, year-wise, State-wise; (c) the target achieved in the project including the projects that are still going on; (d) whether Government has any plan to include more cities under SCM in the future; (e) if so, the details thereof, and if not, the reasons therefor; and (f) the details of the challenges faced in the implementation of the mission across the country? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c) Under Smart Cities Mission (SCM), out of Central Government’s allocation of ₹48,000 Cr, the 100 cities selected under the mission have been able to claim central financial assistance of ₹47,458 crore (i.e. 99% of the total Central share allocation for cities). As reported by the States/ UTs, as on 01.03.2026, amount of ₹46,326 Cr has been utilized (i.e. 97% of the total Central Share released for cities). Under SCM, a total 8,064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,784 projects (97% of total projects undertaken) worth ₹1,56,159 Cr have been completed and 280 projects amounting to ₹8,652 Cr are at implementation stage. State/UT wise Central Financial Assistance claimed & utilized by 100 Smart Cities and status of projects under SCM is given at Annexure. (d) and (e) With the closure of the SCM on 31st March, 2025, there is no budgetary provision under the Mission to take any other city. (f) As apprised by the States/UTs, the challenges encountered in implementing smart city projects include, inter-alia, legal issues, delay in obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities, centralization of decision making in few cities, utilization of full capacity of Integrated Command and Control Centres (ICCCs), etc. *****Annexure Annexure referred to in reply for part (a) to (c) of Rajya Sabha Unstarred Question No. 1821 for answer on 09th March, 2026 regarding Status of Smart City Mission in the country.
