TARGETS UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENTbe pleased to state:
(a) whether the Government has formulated any immediate action
plan or special strategy tomeet the targets earlier than the
prescribed timeline, keeping in view the current progress
ofconstruction of housing units in rural areas under the
Pradhan MantriAwasYojana-Gramin(PMAY-G) scheme in
various States of the country;
(b) if so, the details thereof, State-wise particularly in respect of
Maharashtra, UT of Dadraand Nagar Haveli and Madhya
Pradesh;
(c) whether the Government is making coordinated efforts with
the concerned States tostreamline provisions related to
expediting the pace of construction, availability of
materials,payment processes and land records verification;
and
(d) if so, the details thereof, State-wise particularly in respect of
Maharashtra includingChhatrapatiShambhaji Nagar district, UT
of Dadra Nagar Haveli and Madhya Pradesh?

(a) to (d): The Ministry of Rural Development is implementing the
Pradhan MantriAwaasYojana- Gramin (PMAY-G) w.e.f. 1st April 2016
to provide assistance to eligible rural households for the
Page 1 of 5construction of Pucca houses with basic amenities to achieve the
objective of "Housing For All" in rural areas. Under the PMAY-G, the
initial target was to provide assistance for the construction of 2.95
crore houses during FY 2016-17 to 2023-24. The Government of
India has approved the implementation of the scheme during FY
2024-25 to 2028-29 to provide assistance for the construction of 2
crore additional houses.
As per approval of the Government of India, the timeline for
completion of target under the PMAY-G is 31.03.2029.As of
28.01.2026, a cumulative target of 4.14 crore houses have been
allocated under the PMAY-G to the States and Union Territories
(UTs) against which 3.87 crore houses have been sanctioned, 2.95
crore houses completed and 1.19 crore houses are remaining to be
completed against allocated targets. The progress under the PMAY-
G, State/UT wise, including the States of Maharashtra, UT of Dadra
and Nagar Haveli and Madhya Pradesh, is given in Annexure.
Under PMAY-G, the Ministry allocates targets to the State
considering it as one unit and the District/Block/Gram Panchayat-
wise targets are fixed by the State Government. In the
ChhatrapatiSambhaji Nagar district, the State Government of
Maharashtra has fixed target of 1,63,132 houses against which
1,62,147 houses have been sanctioned and 47,332 houses are
completed, as of 28.01.2026.
The following steps are taken by the Government to expedite
the completion of houses in all States/UTs, to achieve the targets
under PMAY-G:
(i) Timely allocation of targets to the States/UTs and release of
adequate funds.
(ii) Regular review of progress at the level of Ministry.
(iii) Launch of PMAY-G Dashboard for monitoring and supervision of
the scheme.
(iv) Regular follow ups with the State to ensure release of central
and state share of funds and provision of land to landless
beneficiaries in rural areas.
(v) Awards to the best performing States/UTs, districts and blocks
based on performance index dashboard, thereby creating healthy
competition and motivation among the States/UTs for achieving the
set targets.
Page 2 of 5Under the PMAY-G, release of payment of progress linked
installments of assistance to the beneficiaries is using Aadhaar
Payments Bridge.
The following steps are being taken towards ensuring
availability of construction materials and quality in construction of
houses under PMAY-G:
(i) The beneficiaries are being assisted in house construction by
States/UTs with a bouquet of house design typologies inclusive of
disaster resilient features that are suitable to their local geo-
climatic conditions, cultural preferences and availability of
construction material.
(ii) States/ UTs have also been asked to take necessary steps to
ensure the sustained availability of good quality construction
materials.
(iii) The State/UT may tap into Corporate Social Responsibility
(CSR) funding / assistance and funding from bilateral/multilateral
agencies to promote environment friendly green construction
designs, technologies and materials.
(iv) The Gram Panchayats may facilitate beneficiaries in accessing
materials required for construction at reasonable rates and help in
identification of trained masons
(v) Further, Self-Help Groups (SHG) can undertake production of
quality building materials for supplying the same to the
beneficiaries of PMAY-G at reasonable rates.
(vi) The PMAY-G converges with other government schemes to
provide additional support for house construction, including
assistance for toilet construction and employment opportunities,
etc.
Land is a State subject and under the PMAY-G, the landless
beneficiaries are accorded top priority. Providing land to the
landless PMAY-G beneficiaries for the construction of houses is of
utmost importance since they are among the most deserving
beneficiaries in the Permanent Wait List (PWL) of PMAY-G.
Therefore, the States/UTs have been asked to ensure that such
beneficiary is provided land from the government land or any other
land, including public land (Panchayat common land, community
land or land belonging to other local authorities). Landless
beneficiaries are also given priority in the ranking of households.
Further, the Ministry provides technical support to the State
Governments/UT Administrations in the following manner:
Page 3 of 5(i) End to end monitoring and tracking of transactional processes
through AwaasSoft MIS.
(ii) Android based mobile application- ‘Awaas+ App’ for inspection
of houses. The application empowers officials and citizens to
capture and upload geo-referenced time stamped photographs of
the house at various stages of construction thereby reducing time
lags in verification.
(iii) Provision for constitution of dedicated Programme
Management Unit (PMU) at State/District/Block level for
implementation and monitoring of PMAY-G.
(iv) Keeping in view the diverse landscape of different States/UTs,
PAHAL - A compendium of House Design Typologies has been
developed and is available on the website of PMAY-G.
(v) Regular review meetings and Regional Workshops are
conducted by the Ministry with the States/UTs regarding various
facets of PMAY-G, including sharing of best practices.

Note: The PMAY-G is not implemented in UTs of Delhi, Chandigarh and
Puducherry. The State of Telangana did not implement the PMAY-G since
inception of the scheme i.e. 01.04.2016.
