GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2945 TO BE ANSWERED ON 17.12.2025 THIRD-PARTY EVALUATION OF MINORITY WELFARE SCHEMES †2945: SHRI RAVINDRA SHUKLA ALIAS RAVI KISHAN: SHRI TRIVENDRA SINGH RAWAT: SHRI BALABHADRA MAJHI: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) whether any comprehensive third-party evaluations have been conducted on major minority welfare schemes during the last three years; (b) if so, the details thereof along with the key findings of the said evaluations regarding scheme performance, beneficiary reach and fund utilisation; (c) the details of the names, functions and coverage of digital platforms, dashboards or mobile applications currently being used by the Government to monitor implementation of the schemes and beneficiary feedback along with their functioning and coverage; (d) whether the Government has issued any revised guidelines/directives to strengthen realtime monitoring, field verification and grievance redressal mechanisms under minority welfare schemes; and (e) if so, the details thereof along with the steps taken by the implementing agencies in the State and Union Territories to enhance transparency, streamline reporting and ensure timely submission of utilisation certificates? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (e) Ministry of Minority Affairs conducts third-party evaluation of its schemes as per requirement. An evaluation study of Pradhan Mantri Jan Vikas Karyakram (PMJVK) was conducted by NITI Aayog in year 2020–21. The Ministry of Minority Affairs engaged the National Council of Applied Economic Research (NCAER) in July 2022 to undertake monitoring and evaluation of the three Central Sector scholarship schemes for minorities (Pre Matric, Post Matric and Merit cum Means). A third-party evaluation of schemes of National Minorities Development & Finance Corporation (NMDFC) was conducted in the year 2022 through M/s Datawise Management Services India Pvt. Ltd. An evaluation study of the Jiyo Parsi scheme was conducted by International Institute for Population Sciences (IIPS) during 2025. These studies have found that these schemes have been effective or useful in achieving their objectives and reaching their target population. The NCAER evaluation reckoned that the minority scholarship schemes do reach large numbers of minority students, but require stringent duediligence, third party verification and much stronger monitoring before disbursement to ensure that funds reach genuine beneficiaries. A dedicated PMJVK portal has been developed which provides end-to-end digital tracking of project proposals, sanctions, fund releases, physical progress, utilisation certificates, and field-level updates etc. It has provision for web-based project monitoring dashboards, online data entry by States / UTs and districts and uploading geo-tagged progress photos. The dedicated portal for Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme has been integrated with Skill India Digital Hub (SIDH) portal of Ministry of Skill Development and Entrepreneurship (MSDE) to ensure efficient, real-time monitoring along with coherence within the skilling ecosystem, keeping in mind the ‘whole-of- government’ approach. NMDFC has developed MILAN software, which enables end-to-end loan processing, real-time monitoring of sanctions and disbursements, automated report generation. The application process for the Jiyo Parsi scheme is fully online and facilitated through Jiyo Parsi portal. Beneficiaries can complete all necessary steps for application submission electronically, ensuring convenience and ease of access. To further simplify the verification process, beneficiaries have the option to authenticate their identity using the Beneficiary Satyapan Application (BSA). This mobile application enables individuals to perform bio-authentication from the comfort of their own homes, streamlining the registration and verification procedures without the need for in-person visits. Apart from monitoring through the portals, the Ministry monitors the implementation of schemes and projects through regular review meetings with stakeholders, improved field-level verification processes, streamlined mechanisms for addressing grievances received from beneficiaries and implementing agencies. *****
