MOHAMMAD JAWED: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the total amount of toll collection across the country during the last five financial years, State/UT-wise and year-wise; (b) the details of the Government’s plan to monetise National Highways during the next five years including the mechanism proposed under Toll- Operate-Transfer (TOT), Infrastructure Investment Trust (InvIT), Public- Private Partnership (PPP) or any other model; (c) the estimated amount of revenue expected to be generated through such monetization during the said period, year-wise; (d) the manner in which the monetisation plan is affected due to delays in completion of National Highway projects in a particular State including whether such delays impact projected revenue realisation and investor participation; and (e) whether any policy exists regarding the percentage of toll collected in a particular State that is reinvested or utilised within that State for infrastructure development and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) 1(a) The State/UT-wise details of user fee collected on National Highways and National Expressways in country during the last five financial years are at Annexure. (e) User fee at fee plazas on National Highways (NHs) is collected uniformly across the country in accordance with the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and the respective Concession Agreements. The revenue collected 2by the Central Government from user fees on NHs and from asset monetisation is deposited into the Consolidated Fund of India (CFI). Funds provided through budgetary allocations are then utilized for the maintenance, development, and expansion of National Highways across the country, based on overall priorities and project requirements. Further, State Governments benefit from the overall infrastructure development resulting from the construction and improvement of National Highways. Such development contributes to multiple advantages, including the expansion of towns and cities and broader economic growth within the State. 3ANNEXURE REFERRED TO IN REPLY TO PART (a) OF LOK SABHA UNSTARRED QUESTION NO. 6355 FOR ANSWER ON 2ND APRIL, 2026 ASKED BY DR.
