SHRI BRIJENDRA SINGH OLA: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government is aware that the number of toll plazas in Rajasthan is disproportionately higher compared to the total length of National Highways (NHs) in the State, resulting in frequent toll payments by passengers and freight vehicles over short distances and imposing additional financial burden on common people and businesses; (b) if so, the details of the total length of NHs, the number of operational toll plazas, highway-wise and the average distance between two toll plazas in Rajasthan; (c) the total toll collection from Rajasthan during the last five years and the current year in comparison to other States in the country in terms of per capita toll collection; and (d) whether the Government proposes to assess the number of toll plazas to remove unnecessary tolls and provide relief to citizens and if so, the details thereof along with the time by which it is likely to be done? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (d) A Statement is laid on the Table of the House. 1STATEMENT STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 2 FOR ANSWER ON 29.01.2026 ASKED BY SHRI BRIJENDRA SINGH OLA REGARDING TOLL PLAZAS IN RAJASTHAN. ------------------------------------------------------------------------------------------------------------------------ (a) to (b) The total length of National Highways under tolling in the State of Rajasthan is 8,731 kilometres, as against a total tolled length of 55,904 kilometres across the country. Further, a total of 174 fee plazas is operational in the State of Rajasthan, compared to 1,144 fee plazas operational on National Highways nationwide. The Details of fee plazas operational in the state of Rajasthan are at Annexure-A. The average distance between user fee plazas for tolling in the State of Rajasthan is 50.18 kilometres, whereas nationwide average distance between user fee plazas for tolling is 48.87 kilometres. Moreover, in all such cases, user fee is levied at the fee plaza based on the project influence length of the respective fee plaza and not on its specific location within the project influence length. The Ministry has undertaken various measures, such as review of fee plaza establishments by the committee constituted for the purpose and implementation of a barrier-less tolling system, to regulate collection of user fee over shorter distances, in accordance with the provisions of the National Highways Fee Rules, 2008. (d) All user fee plazas have been established on National Highways as per the respective user fee notification published in the Gazette of India, in accordance with the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and the Concession Agreement. Fee Plazas has been established on NHs based on detailed analysis regarding such as land availability, forest area, minimum diversion of traffic, Municipal limits, and safety and road geometry. In effort to enhance toll operations and enable seamless movement of vehicles, the Government has decided to implement Multi-Lane Free Flow (MLFF) Electronic Toll Collection system, which facilitates barrier- less tolling using integrated technologies including Automatic Number Plate Recognition (ANPR) with AI analytics and RFID-based Electronic Toll Collection (FASTag), where the user fee shall be charged from the vehicle users without having to stop, slow down or stay in a given fee plaza lane. Further, the Government has introduced a provision for an Annual Pass in the National Highway Fee Rules, 2008, for non-commercial cars, jeeps, and vans, across the country.
