URBAN DEVELOPMENT PLANS IN JHARKHAND
2601. SHRI KHIRU MAHTO:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the schemes of the Ministry currently under implementation in the State of Jharkhand;
(b) the current status of the said schemes;
(c) whether Government has set any time limit for completing these schemes; and
(d) if so, the details thereof?

(a) to (d): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and
Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban
Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban development agenda
through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban
Transformation 2.0 (AMRUT 2.0), Smart Cities Mission (SCM), Swachh Bharat Mission – Urban 2.0
(SBM – U 2.0), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Prime Minister Street
Vendor’s AtmaNirbhar Nidhi (PMSVANidhi) etc.
Through these Missions/Schemes, the Central Government approves the State Plans and provides the
Central Assistance to the States. The projects are selected, designed, approved and executed by the
States/UTs and the cities. The State Governments release funds to the cities/districts.
AMRUT: This mission launched in the year 2015 in selected 500 cities (now 485 cities including 15
merged cities) and towns across the country focused on development of basic infrastructure, in the
selected cities and towns, in the sectors of water supply; sewerage and septage management; storm
water drainage; green spaces and parks; and non-motorized urban transport. The mission was
approved till 31st December 2025, with release of funds through SNA SPARSH. Under AMRUT,
Jharkhand state has taken up 59 projects worth ₹1,615.06 crore which include 15 water supply projects
worth ₹1,334.18 crore, 09 sewerage/septage management projects worth ₹251.5 crore and 35 green
spaces & park projects worth ₹29.38 crore. Total works worth ₹1,314.03 crore have been physically
completed.
AMRUT 2.0 has been launched in the year 2021 in all ULBs/ cities, enabling the cities to become
'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in
500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Water body rejuvenation and green
spaces and parks are other components of the mission. AMRUT 2.0 has been extended till March
2027. Under the mission, States/ UTs are empowered to select, appraise, prioritize and implement
projects. Under AMRUT 2.0, 113 projects worth ₹4,202.53 crore have been approved in Jharkhand
which include 17 water supply projects worth ₹1,782.03 crore, one sewerage/septage management
projects worth ₹2,284.02 crore, 70 water body rejuvenation projects worth ₹106.28 crore and 25 green
spaces & park projects worth ₹30.20 crore.
SCM: Under the mission, in the State of Jharkhand 01 city, viz. Ranchi was selected. As reported by
the State, as on 01.03.2026, a total 26 projects amounting to ₹ 1,847.2 Cr were taken up and all the
projects have been completed. Central Financial Assistance of Rs. 490 Cr have been released for
Ranchi Smart City in Jharkhand and the same has been utilized. The SCM has already come to end
on 31.03.2025.

SBM-U 2.0: The mission launched on October 1, 2021 is implemented uniformly in urban areas of all
States/UTs including Jharkhand, with a vision of achieving Garbage Free Status for all cities through
100% scientific management of all fractions of municipal waste.
As reported by the State of Jharkhand on Swachhatam portal, door to door collection is being practiced
in 87% of wards and source segregation is practiced in 81% of the wards and 55% of the total
municipal solid waste generated per day is being processed i.e. 1,214 ton per day (TPD) waste is
processed out of 2197 TPD of waste generated. The mission is extended upto 31st March 2027.
PMAY-U: MoHUA has been implementing PMAY-U since 25.06.2015 with an aim to provide all
weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped
the scheme and launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 (for a
period of five years) for implementation in urban areas across the country to construct, purchase and
rent a house by eligible beneficiaries at affordable cost, for one crore additional eligible beneficiaries
through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U 2.0
guidelines and Unified Web-portal for submitting the online applications can be accessed through
https://pmay-urban.gov.in.

PMSVANidhi: The scheme was launched in June 2020 to provide collateral-free working capital term
loans to urban street vendors. Since the inception of PM SVANidhi scheme till 1st March 2026, 1.09
Cr. loans amounting to ₹17,115 Cr. had been disbursed to 73.81 lakh street vendor beneficiaries under
the scheme across the country. In Jharkhand, more than 1.26 lakh loans amounting to ₹184.5 Cr. had
been disbursed to 92,932 street vendor beneficiaries. The Government has approved restructuring and
extension of lending period of PM SVANidhi Scheme up to 31st March 2030.
