GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3428 ANSWERED ON 23/03/2026 URBAN MOBILITY AND METRO RAIL EXPANSION UNDER NUTP 3428. SHRI HARSH MAHAJAN: Will the Minister of Housing and Urban Affairs be pleased to state: (a) whether Government is promoting metro rail expansion in accordance with the National Urban Transport Policy (NUTP), 2025; (b) if so, the details of new metro projects approved during the last three years and their present status; (c) whether there is any plan to implement systems such as Light Metro, Metro Neo and Metro Lite in Tier-II cities; and (d) whether it is proposed to adopt the PPP model or other innovative approaches in metro rail projects? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a): There is no proposal for National Urban Transport Policy (NUTP), 2025. (b): The details of metro rail projects approved from 2023-24 to 2025-26 (as on 28.02.2026) are at Annexure – I. (c): ‘Urban planning’ is a State subject. Therefore, the respective State Governments are responsible for planning, initiating and developing proposal for development of urban infrastructure metro projects. Central Government provides financial assistance to Metro Rail project in accordance with the provisions of the Metro Rail Policy, 2017 as and when posed by the concerned State Government depending on the feasibility of the proposal and availability of resources.
