URBAN WATER SECURITY AND WATER BODY REJUVENATION IN PATNA
4051. SHRI AKHILESH PRASAD SINGH:
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the number of water bodies in Patna district restored under Mission Amrit Sarovar since its
launch;
(b) whether these interventions have contributed to groundwater recharge and urban flood
mitigation;
(c) the financial assistance provided to the State of Bihar for water conservation projects during
2023–26; and
(d) the steps taken to strengthen long-term urban water security in Patna through integrated
planning and community participation?

(a) to (d): Water is a State Subject. Further, management of urban flooding falls under the purview
of the State Governments and the Urban Local Bodies (ULBs)/ Urban Development Authorities,
who are responsible for maintaining the drainage and sewerage system. Government of India
supplements the efforts of the States through schematic interventions/ advisories. It provides
financial and technical support to the States to strengthen Urban Planning ecosystem.
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched in the year 2015 in
selected 500 cities (now 485 cities including 15 merged cities) and towns across the country was
focused on development of basic infrastructure, in the selected cities and towns, in the sectors of
water supply; sewerage and septage management; storm water drainage; green spaces and parks;
and non-motorized urban transport. AMRUT 2.0 is launched in the year 2021 in all Urban Local
Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing
universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major
focus areas of AMRUT 2.0. Rejuvenation of water bodies and development of green spaces and
parks are other components of the mission. Under the Mission, States/ Union Territories (UTs) are
empowered to select, appraise, prioritize and implement projects
Under AMRUT in Patna District, the State has taken up 01 storm water drainage project worth
₹46.55 crore and 01 park and green space project worth ₹4.72 crore in Patna city. Under AMRUT
2.0, the State has taken up 02 water supply projects worth ₹1407.56 crore covering 4.23 lakh new/
serviced water tap connections and development of 198.77 MLD of water treatment capacity; and
03 park and green space projects worth ₹29.98 crore covering development of 15.87 acre of
permeable green space in Patna District (Patna and Danapur ULBs). The State has not taken up
any water body rejuvenation project under AMRUT/ AMRUT 2.0 in Patna District.
Under AMRUT, the State of Bihar has taken up 65 projects worth Rs.2575.72 crore which includes
37 water supply projects worth ₹2306.63 crore 3 storm water drainage projects worth ₹237.99
crore and 25 parks and green spaces projects worth ₹31.1 crore. Under AMRUT 2.0, the State has
taken up 62 projects worth Rs.8167.78 crore which includes 30 water supply projects worth
₹4648.37 crore, 11 sewerage and septage management projects worth ₹3445.08 crore, 3 water
body rejuvenation projects worth ₹4.06 crore and 18 parks and green spaces projects worth ₹70.26
crore.

In the State of Bihar, 7.41 lakh water tap connections have been provided under AMRUT/ AMRUT
2.0 and in convergence, and 34 Million Litre per Day (MLD) water treatment capacity and 65.52 acre
of permeable green space has been developed so far. Further, the approved projects under AMRUT
2.0 covers development of 652.63 MLD of water treatment capacity, 18.06 lakh new/ serviced water
tap connection and development of 164.77 acre of permeable green space.
Funds for projects under AMRUT/AMRUT 2.0 are allocated and released/ Mother Sanctioned issued
to States/UTs and not project/ component wise. Under AMRUT, Central Assistance of ₹1146.15 crore
for projects have been released. Under AMRUT 2.0, against the allocated Central Assistance of
₹2,628 crore for projects, ₹416.77 crore have been released/ Mother Sanctioned issued so far to the
State. A total fund of ₹ 507.05 crore has been released/ Mother Sanction issued to the State under
AMRUT and AMRUT 2.0 during 2023-24 to 2025-26 (till 02.03.2026).
Shallow Aquifer Management (SAM) initiative under AMRUT 2.0 was launched as a pilot project
across 9 diverse Indian cities. The initiative aimed to demonstrate the effectiveness of strategic
interventions in managing shallow aquifers, focusing on aquifer mapping, construction and
restoration of recharge structures, and integration of groundwater management into urban planning
frameworks. Under SAM 2.0, 75 additional cities have been covered including 2 cities/ towns
identified in Bihar.
AMRUT Mitra initiative has been launched under AMRUT 2.0 to actively involve women Self Help
Groups (SHG) in water demand management, water quality testing and other water sectoral projects,
which include tree plantation and maintenance of parks and green spaces. 210 projects worth ₹ 11.73
crore have been approved in Bihar under this initiative, which include 18 projects worth ₹1.19 crore
in Patna district.
