Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the rationale behind chosing the themes "One Nation, One
Election" and "Viksit Bharat" for discussion under the Viksit Bharat
Youth Parliament 2025 initiative;
(b) the manner in which the Youth Parliament initiative represents a
shift from the traditional Youth Parliament model to a participatory
model;
(c) the manner in which the Viksit Bharat Youth Parliament
contributes to the broader mission of Viksit Bharat @2047;
(d) the manner in which the participation of youth from all the States
and Union Territories reflected the diverse prospectives of India's
youth; and
(e) the role envisioned by the Government in engaging the youth with
politics, policy making and governance through the said initiative
along with the details thereof?

REGARDING VIKSIT BHARAT YOUTH PARLIAMENT ASKED BY
HON’BLE MPs SHRI ANUP SANJAY DHOTRE & DR. HEMANG JOSHI.
(a) The themes were chosen broadly to encourage wider youth
engagement in public life, in line with the broader national vision of
fostering greater participation of young people from diverse, non-
political backgrounds in the democratic process, contributing to the
overall vision of Viksit Bharat @ 2047.
(b) & (c) The Viksit Bharat Youth Parliament represents a
transformation from the earlier National Youth Parliament Festival,
aligned with the vision of preparing a new generation of dynamic,
solution-oriented and policy-aware youth leaders. The programme
was conducted at three levels. District-level rounds were held at
designated district nodes, followed by State-level programmes
organised in 17 State Legislative Assemblies and in government
establishments in the remaining 18 States/UTs. These State-level
rounds marked a significant step in strengthening the interface
between youth and governance, with several sessions presided over
by the respective State Assembly Speakers, thereby adding
institutional credibility to the deliberations.
At the National Level, the Viksit Bharat Youth Parliament introduced
a key shift from previous editions. Earlier, only the State champion
could present his or her ideas while the remaining two participants
attended as part of the audience. Under the re-envisioned format, the
top three candidates from each State and Union Territory
participated fully in the national programme. They engaged in a
series of structured discussions and thematic activities including
opening remarks, a Question Hour centred on “One Nation, One
Election” and “Viksit Bharat”, a Master Class by policy experts, and
a short discussion among participants.
(d) The young participants in the Viksit Bharat Youth Parliament from
all States and Union Territories came from varied linguistic, social,
and geographical backgrounds, bringing with them a diverse range of
opinions, experiences, and ideas which showcased the rich diversity
of youth perspectives across the country.
Page 2 of 3(e) The Viksit Bharat Youth Parliament (VBYP) provides structured
capacity-building opportunities for participating youth at all stages of
the programme. At the district and State levels, participants engage
in moderated parliamentary simulations that strengthen their
understanding of legislative procedures, public policy issues and
structured debate. At the National Round, the top three participants
from each State/UT undergo an intensive engagement that includes
opening remarks, a themed Question Hour, a Master Class by policy
experts, and guided discussions on contemporary national priorities.
This ensured greater inclusivity and created an open forum for a
diverse range of youth opinions to be heard and debated. These
activities collectively enhanced participants’ policy awareness,
communication abilities and leadership skills within a structured and
supervised framework.
