SHRI G M HARISH BALAYOGI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन एवं िाजमार्ग मंत्री be pleased to state: (a)the number of Wayside Amenities (WSAs) planned, sanctioned, under construction and operational in the State of Andhra Pradesh, district-wise, along with the National Highways (NHs) on which they are located, especially in the Amalapuram Parliamentary Constituency; (b)the details of facilities provided or proposed for each sanctioned and operational WSA in Andhra Pradesh, site-wise; (c)the details of sanctioned WSAs which are facing delays along with the reasons and the revised completion timelines in Andhra Pradesh; (d)the details of tender issued for the development/operation of WSA during the last three years, including the mode of award (lease/PPP/revenue share), concessionaire/lessee, contract duration and present status in Andhra Pradesh; (e)the funds allocated, released and utilised for the development of WSAs in Andhra Pradesh during the last three years, year-wise and project-wise; and (f)the status of land and statutory clearances, including private land franchise arrangements, and the timelines for completion of pending WSAs in Andhra Pradesh?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) 36 no. of sites have been identified in the State of Andhra Pradesh for development of Wayside Amenities (WSAs) on Public Private Partnership (PPP) mode. As on date, 25 land sites have been awarded, of which 05 no. are operational. The details of awarded WSAs are given in Annexure. (b) The Government envisions development of WSAs at approx. 40- 60 km interval along National Highways and Expressways subject to land availability and viability. These WSAs provide public facilities like eateries, toilet, drinking water, parking, Fuel Stations, EV charging stations, short term accommodation, etc. to the road users including truckers. (c) The issues being faced in operationalization of WSAs are mainly on account of protests by locals, land acquisition issues, litigation, court cases etc. (d) Bids for 36 sites in the State of Andra Pradesh for development of WSAs on PPP mode have been issued till date, out of which 25 sites have been awarded, of which 05 are operational. The details of awarded WSAs are given in Annexure. (e) The projects are being taken up on PPP mode. No separate allocation or expenditure is incurred other than that through the National Highway project or development of WSAs. (f) The Wayside Amenities have been planned on Government land acquired for the National Highways under NH Act, 1956. As on date, 25 sites for developing wayside amenities have been awarded in the state of Andhra Pradesh, out of which 05 are operational.
