Rt No.128, Dept. for WCD & SC, Dt.30.03.2012.. 3. Application from Smt G.CH. Hemanalini, P.S. to Prl. Secy. to Govt., dt:15/03/2012 @@@ ORDER: In the reference 3rd read above, Smt G.CH. Hemanalini, P.S. to Prl. Secy. to Govt.,, has represented that she has to perform her daughter’s marriage on 20/06/2012 and requested the Government to sanction marriage advance for an amount of Rs.,75,000/- (Rupees Seventy thousand only) to meet the marriage expenses. 2. In the reference 3rd read above, an amount of Rs.75,000/- was allocated to Department for Women, Children, Disabled & Senior Citizens towards marriage advance to consider the pending applications in the department consequent to release of funds by the Finance (A & L) Department vide reference 3rd read above. 3. The individual have filed application on 15/03/2012 for sanction of marriage advance well before the date of his daughter’s marriages and it is kept pending for want of funds. 4. In the above circumstances, Government hereby accord sanction for an amount of Rs.75,000/- (Rupees Seventy five thousand only) to Smt G.CH. Hemanalini, P.S. to Prl. Secy. to Govt., Department for Women, Children, Disabled & Senior Citizens to incur the marriage expenses of his daughter which was celebrated on 20/06/2012 subject to following conditions:- i) The advance shall be disbursed by the disbursing officer only after obtaining personal security bond in From-III appended to G.O.Ms.No.151, Finance and Planning Department, Dt.07-04-1984, duly executed by the borrower and other Government Servants on surety drawing a pay not less than that of the borrower and not retiring before complete repayment of the advance. ii) The principal of loan shall be recovered from Smt G.CH. Hemanalini, P.S. to Prl. Secy. to Govt., on 10 equal monthly installments @ Rs.7500/- per month, from the month of April, 2012 payable in May, 2012 and interest shall be recovered as laid down in Rule 9 (c) of the Rules for the grant of Marriage Advance to the Government Servants after the principal amount has been completely recovered. iii) The advance shall bear a simple interest of 5.5% per cent per annum in 3 equal installments. iv) If the loanee fails to utilize the amount for the purpose for which it has been sanctioned within three months from the date of drawl, the loanee shall refund to the Government entire amount in one lumpsum together with interest thereon. v) The advance granted to the loanee shall be subject to summary recovery if it is subsequently proved that it was not utilized for the marriage purpose. vi) Purpose for which it was sanctioned together with penal interest at 1.5 times the ordinary rate till the date of the recovery of advance. (PTO):: 2:: vii) In case where the loanee dies before the payment is completed, the outstanding balance and the interest shall be first charged on the D.C.R.G. payable to the legal heir or heirs as stipulated in the Agreement. viii) The loanee shall submit to the Government a Certificate of utilization in Form-IV appended to G.O.Ms.No.151, Finance and Planning Department, Dt.7.7.1984 wherein one month from the date of drawl of the advance if the expenditure on the marriage happens to be less than the advance drawn, the difference shall be refunded to Government forthwith. 5. The advance sanctioned in para-1 above shall be met from the funds allotted to Department for Women Children Disabled & Senior Citizens (4th quarter of 2011-2012), Secretariat in the references 1st read above. 6. The expenditure shall be debited to “7610-Loans to Government Servants etc., M.H.-800- Other Advances – SH (05) Marriage Advances, 001- Marriage Advances - S.H.(05) -Marriage Advance”. 7. This order does not require the concurrence of Finance Department as per rules and orders in force. 8. The Department for Women, Children, Disabled & Senior Citizens (OP-Claims) Department are requested to draw and disburse the amount to Smt G.CH. Hemanalini, P.S. to Prl.
