From the Under Secretary to Government, Ministry of Social Justice & Empowerment, G.O.I., New Delhi, Letter.No. 11014/19/2007-PCR (Desk), Dated.22.11.2011. 2. From the Commissioner of Social Welfare, A.P., Hyderabad, Lr. Rc.No.H1/3209/2011, Dated.18-01-2012. 3. G.O.Rt.No.785, Finance (Expr.SW) Department, Dated. 07.03.2012. --::o0o::-- ORDER: In the reference first read above, the Ministry of Social Justice & Empowerment, Government of India, New Delhi, have conveyed the sanction of the President of India for payment of Rs.4,02,75,700/- (Rupees Four Crores Two lakhs Seventy Five thousand and Seven hundred only) to the Government of Andhra Pradesh, during the current financial year of 2011-12 towards implementation of the scheme under the Protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and Promotion of Inter Caste Marriages during the year 2011-12 under Centrally Sponsored Schemes. 2) In the reference second read above, the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad has submitted proposals and requested the Government for release of Rs.4,02,75,700/- during the year 2011-12 under Centrally Sponsored Schemes towards implementation of PCR Act, 1955 and the SC and STs (POA) Act, 1989 being 50% towards Central Assistance. 3) In the G.O.3rd read above, the Finance (Expr.SW) Department have issued Budget Release Order for an amount of Rs.3,88,64,000/- (Rupees Three Crores, Eighty Eight Lakhs and Sixty four Thousands only) towards implementation of Protection of Civil Rights Act, 1955 and the SCs & STs (Prevention of Atrocities) Act, 1989 during the year 2011-12 under Centrally Sponsored Schemes. 4) In pursuance of the Budget Release orders issued in the G.O.3rd read above, the Administrative Sanction is hereby accorded to the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, to incur an amount of Rs.3,88,64,000/- (Rupees Three Crores, Eighty Eight Lakhs and Sixty four Thousands only ) being 50% towards Central Assistance for implementation of the Protection of Civil Rights Act, 1955 and the Scheduled Castes & Contd.-2- Scheduled Tribes Prevention of Atrocities Act, 1989, during the financial year 2011-12, under CSS vide ref. Ist read above and budgeted sub-heads. Further, the releases under detailed heads 300- Other Contractual Services and 503 Other Expenditure under the first scheme is limited to budget provision made during the year 2011-12. 6) The Assistant Accounts Officer, O/o the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, shall draw the amount sanctioned in para- 4 above and shall utilize the same for the purpose for which it is sanctioned. 7) The Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, shall submit necessary proposals, if any amount is required under any detailed / sub-detailed Head, over and above the Budget Estimates provision, for re- appropriation, within sub-heads only, to the Government, at the appropriate time. 8) The Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, shall ensure that all the terms and conditions, as laid down by the Government of India, in their letter 1st read above are followed scrupulously. 9) The Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, shall take necessary action in this regard and furnish the monthly progress reports to the Government duly indicating the amount spent, number of schemes implemented, number of beneficiaries covered and all other relevant details etc., 10) The Commissioner of Social Welfare shall also furnish the Utilization Certificates for onward transmission to the Government of India. 11) This order issues with the concurrence of the Finance (Expr.SW) Department, vide their U.O.
