ORDER :
In the reference first read above, Government have issued orders for
implementation of the Scheme of Best Available Schools. Under the Scheme,
bright students are selected by a District Level Committee and admitted in schools
selected by a State Level Committee headed by the Commissioner of Social
Welfare based on norms laid down in the GO first read above. An amount not
exceeding Rs.20,000 per annum per student is paid towards tuition fee and the
budget under the head is also utilized for implementation of the scheme of
scholarships to Hyderabad Public Schools.
2. During 2008-09, a decision was taken to revive the scheme of Best
Available Schools based on Minutes of meeting dated 28-7-2008 with Hon’ble
Chief Minister.
3. In the reference second read above, the following guidelines were issued
with a view to streamline the scheme in Best Available Schools:-
1. The admissions under the Best Available Schools shall be conducted in a
transparent manner through a lottery system after notifying a date along with
wide publicity through District Selection Committee.
2. Selections for the Best Available School Scheme shall be at the rate of (50)
students per district for a total of 1050 students amounting to Rs.2.10 Crores.
3. Selection shall be made only at the Class-V level, as the children will be
capable of residing in hostels.
4. Under take quarterly review of all schools under Best Available Scheme in
regard to the performance and desirability for continuance by the Selection
Committee each year.
5. The Seat allocation must be done equally to all schools within the district as far
as possible.
6. All selections done shall have to be registered on the e-pass web-site for
academic year 2011-12.
4. In order to make the BAS scheme totally transparent. It is proposed to
make the administration of the BAS Scheme fully online. This shall include
(a)Registration of Schools each year
(b) Registration of students each year
(c) Posting of results of students each Quarter on the website by the schools
(d) Posting attendance of students on the website.
(e) Preparation & processing of the bills online & submission to the treasury.
(f) Online remittance of amounts (Students fees) to the respective Best
Available School accounts.
5. In the reference 3rd read above, the Commissioner of Social Welfare has
requested the Government to issue necessary instructions to the Treasury
Department to pass the Bills pertaining to the scheme of Best Available Schools
through the Online System.

6. After careful examination & with a view to enhance transparency and
accountability, Government hereby issue orders to the Director of Treasuries &
Accounts to accept the bills relating to the Best Available Schools administered by
the Social Welfare Department under the Head of Account 2225 – 01 – MH – 277
– SH(04) State Scholarships – 340 – Scholarship & Stipends under the on-line
submission system only. No manual bills shall be accepted hereafter. All Welfare
Officers shall submit the bills online for processing payment and online
disbursement by the Treasury. The District Welfare Officers shall also ensure
monthly reconciliation of accounts & seek acquittance registers from school
management.
7. This order issues with the concurrence of Finance (Expr.SW) Dept., vide
their UO No.2189 / 71 / A1 / Expr.SW / 12, dated 9-3-2012.
