O R D E R:
Government had established “State Information Infrastructure” to
catalyze Information Technology Solutions in the Government. In this
direction, the State has already undertaken a project ‘APSCAN’ (Andhra
Pradesh Secretariat Campus Area Network) to provide necessary
infrastructure in the Secretariat. In addition to APSCAN, the Government
has also undertaken several ‘e-Governance initiatives’ to automate the
workflow in the Secretariat, prioritize the work areas, increase employee
productivity and effective management of wealth of information and
knowledge available within the Secretariat.
2. Vide reference 1st read above, M/s. HCL Info Systems Ltd. has been
awarded the “Annual Maintenance and Facility Management” contract
for the APSCAN w.e.f. 01.01.2010 through M/s. APTS Ltd. for a period of two
years. Vide reference 2nd, 3rd, 4th, 5th and 6th read above, the 1st, 2nd, 3rd,
4th and 5th quarters installments have already been released to M/s. APTS
Ltd. for AMC and FM services rendered by M/s. HCL Info Systems Ltd. Vide
reference 9th read above M/s. APTS Ltd. has sent invoice for the 6th quarter
payments for the period 01.04.2011 to 30.06.2011, for Rs.47,50,000/-towards
the AMC and FM charges for the APSCAN (Including APTS Service
charges).

3. Government, after careful consideration and detailed examination,
hereby sanction and release an amount of Rs.47,50,000/- (Rupees Forty
Seven Lakhs Fifty Thousand only) including service charges of M/s. APTS
Ltd. towards the FM and AMC charges for the 6th quarter to M/s. APTS Ltd.
for onward payment to M/s. HCL Info Systems Ltd.
4. The amount released in para 3 above shall be debited to the
following Head of Account:

S.H (22) : Information Technology & Communications Dept.
280 : Professional Services
284 : Other Payments
5. Joint Director and D.D.O IT&C Department shall draw the amount
sanctioned in para 3 above and issue a cheque in favor of Managing
Director, M/s. APTS Ltd.
6. MD, APTS Ltd., shall submit an advance stamped receipt for the
amount sanctioned in para 3, in triplicate to this Department.
7. This order issues in concurrence with the orders issued by Finance
Department, G.O.Rt.No.362, Finance (Expr.GAD-II) Deptt., dt: 03.02.2012.
