Read the following:- 1. G.O.Rt.No.1259, Finance (A&L) Department, dated 29.03.2012. 2. Govt. Memo.No.4712/OP.I.A2/2012, dated 29.03.2012. 3. Application from Sri N. Rama Swamy, Office Subordinate, Social Welfare Dept., dated 10.08.2011. *** ORDER:- Under Article-230 of A.P.F.C. Vol.I, an advance of Rs.60,000/- (Rupees sixty thousand only) is sanctioned to Sri N. Rama Swamy, Office Subordinate, Social Welfare Department to purchase a Motor Cycle. 2. The advance sanctioned in para (1) above shall be subject to the following conditions:- a) He should purchase the motor cycle and pay for it within one month from the date on which the advance is drawn, failing which the full amount of advance drawn together with interest shall be refunded to Government forthwith. No extension of time for completion of the transaction will ordinarily be allowed. He should make sure himself about the availability of the vehicle in the market, before the advance is drawn. b) If the actual price paid for the motor cycle is less than the advance drawn, the balance should be refunded to the Government. He should also produce the stamped receipt in token of having purchased the vehicle. c) He should execute and submit a mortgage bond in form-14 of A.P.F.C. Vol.-II, as soon as vehicle has been purchased, with a report of date of insurance of the vehicle. He should keep the vehicle insured (comprehensive) against the loss or damage till the entire advance together with interest is re- paid as stipulated in article-230 of A.P.F.C. Vol.-I. 3. The advance sanctioned in para (1) above should be recovered in 25 monthly installments at Rs.2,400/- (Rupees Two thousand four hundred only) per month. The recovery shall commence from the first payment of full month’s pay after the advance is drawn. After the principle amount is fully recovered, interest @ 5.00% p.a., shall be recovered in 10 monthly installments as per the instructions laid down in article-227 of A.P.F.C. Vol.I read with G.O.(Ms.) No.175, Finance (A&L) Dept., dt.15.05.2010. (P.T.O)- 2 - 4. The insurance policy should be forwarded to the Accountant General, Andhra Pradesh, Hyderabad for perusal together with a letter in Form No.15 of the A.P.F.C. Vol.-II, addressed to Insurance company with whom the vehicle is insured notifying the company of the fact that the Government are interested in the policy secured. The comprehensive Insurance policy should be renewed every year till the loan is liquidated. 5. The agreement bond in Form No.13 of A.P.F.C. Vol.-II obtained from the individuals is kept in Department. 6. The advance sanctioned in para (1) above is for the first time and it is certified that the individual has not drawn the advance for purchase of motor cycle during the preceding 5 years. 7. The expenditure shall be met from the funds released to Social Welfare Department in G.O.Rt.No.1259, Finance (A&L) Department, dated 29.03.2012 read with Govt. Memo.No.4712/OP.I.A2/2012, Social Welfare Department, dated 29.03.2012 and shall be debited to “7610- Loans to Government servants etc. M.H.202 Advance for purchase of Motor conveyances, S.H. (05) Loans for purchase of Motor Cycles-001- Loans for purchase of Motor Cycles”. 8. The Social Welfare (OP.II Claims) Department is requested to draw and disburse the above amount to the individual. 9. This order does not require the concurrence of Finance Department as per the rules in force.
