ORDER:
In the reference 1st read above, the Engineer-in-Chief (Tribal Welfare),
Hyderabad has stated that due to heavy work load in NABARD, NREGS preparation of
estimates, progress report and tender works etc. more data entry operators were
required to the division offices for smooth administration and requested the
Government to issue necessary permission under outsourcing for engaging (9) Data
Entry Operators against the sanctioned posts / vacancies in the office of
Superintendent Engineer, Tribal Welfare, Visakhapatnam.
2. In the reference 2nd read above, the Engineer-in-Chief (Tribal Welfare),
Hyderabad has requested to accord permission to utilize vacancy post of Senior
Assistant on outsourcing basis in one of the existing (3) Senior Assistants. vacancies in
the Head office. In the reference 3rd read above, the Engineer-in-Chief (Tribal
Welfare), Hyderabad has also stated that due to vacancies of the posts in office of the
Executive Engineer (Tribal Welfare), Srisailam it is becoming very difficult to carryout
the works of Tribal Welfare Division, Srisailam which is having work load of (13)
Districts. It is not possible to attend immediate / regular works both in office and
field, without having sufficient staff in Srisailam (Tribal Welfare) division and it is
essential to fillup the vacant posts for smooth functioning of office of the Executive
Engineer (TW) Srisailam. The Engineer-in-Chief (TW), Hyderabad requested the
Government to accord permission to engage (5) posts i.e. one post each in the
categories of Senior Assistant, Draughsman Gr.II, Junior Assistant, Driver and Typist
against vacant posts on outsourcing basis to utilize their service in the office of the
Executive Engineer (Tribal Welfare), Srisailam.
3. Government after careful examination of the matter, hereby accord permission
for engaging staff on outsourcing (9) DEOs against (9) vacant typist posts in the office
of Superintendent Engineer, Tribal Welfare Circle, Visakhapatnam. (1) Senior
Assistant post against (1) vacant post of Sr.Asst., in the office of the Engineer-in-Chief
(Tribal Welfare), Hyderabad, Hyd. and (5) posts i.e. one post each in the categories of
Senior Assistant, Draughsman Gr.II, Junior Assistant, Driver and Typist against vacant
posts, in the office of the Executive Engineer (Tribal Welfare), Srisailam.::2::
4. Further, the Engineer-in-Chief (Tribal Welfare), Hyderabad is directed for
outsourcing of Senior Assistant post on condition that the outsourcing arrangement
shall be discontinued if any regular candidate entitled for promotion as Senior
Assistant became available and also directed to scrupulously follow the guidelines
issued by the Finance Department on outsourcing from time to time.
5. This order issues with the concurrence of Finance (SMPC.II) Department vide their
U.O.Note.No.14379/443/A1/SMPC.II/11, dated 2.11.2011.
