ORDER:
The Villages in Andhra Pradesh are at different stages of development. While
those in the prosperous regions of the State have achieved significant development,
a majority of the villages in backward areas remain underdeveloped. On account of
these, in order to bring integrated development in Piler Assembly Constituency
through planned interventions and use this constituency as a model to inspire and
motivate all other constituencies to emulate the same path, a novel scheme namely
Area Development Authority, PILER with headquarters at Kalikiri of Chittoor
district was created vide reference 1st read above.
2. Govt. vide reference 2nd read above, have sanctioned Special Officer in the
cadre of Dy. Collector / Spl. Grade Dy. Collector and supporting staff for the
implementation of above said Scheme. Vide reference 7th read above the District
Collector, Chittoor has informed that Government have provided an amount of
Rs.5000 lakhs for Piler Area Development Authority during the year 2011-12 B.E.
Out of the above amount, an amount of Rs.3750.00 lakhs released towards 1st, 2nd
and 3rd quarters and now requested to release the 4th quarter amount or
Rs.1250.00 lakhs for the implementation of the above scheme.
3. In the reference 8th read above, Finance Department have issued B.R.O. for
an amount of Rs.1250.00 lakhs towards the 4th quarter of 2011-12 B.E., as
detailed below:

4. After careful examination Government hereby accord sanction and release
an amount of Rs.1250.00 lakhs (Rupees One thousand two hundred fifty lakhs only)
towards 4th quarter for the year 2011-12 to the District Collector, Chittoor for
implementation of the scheme, Area Development Authority, Piler.
5. In pursuance of the BRO issued in the reference 8th read above, from the
amount of Rs.1250.00 lakhs released in Para 4 above, Rs.1241.25 lakhs as shown
in para 3 (1) shall be debited to the Head of Account “3451-MH.092- G.H.11-NSP-
SH(25)-310-312-Other GIAs” and the District Treasury Officer, Chittoor is
requested to adjust the amount of Rs.1241.25 lakhs to the P.D. Account directly
under the Head of Account of “8448-Deposits to Local Funds-M.H.120-Other Funds-
S.H.(22) Deposits of Decentralized Planning”.
6. The District Collector, Chittoor is authorized to draw the amount and incur
the expenditure strictly following the guidelines of the Government for
implementation of the scheme Area Development Authority, Piler.
7. The District Collector, Chittoor is authorized to incur the expenditure for an
amount of Rs.8.75 lakhs as shown in para 3(2) as per the procedure of drawl
mentioned for the purpose it was sanctioned.
8. The accounts relating to the released funds shall have to be maintained
separately by the executing agencies concerned and shall be audited by the State
Audit Department.
9. The District Collector, Chittoor shall obtain the Utilization Certificates (U.Cs)
from the Executing agencies concerned and ensure furnishing of the U.Cs to the
Planning Department soon after completion of the works.
10. This order does not require the concurrence of Finance department as per
rules in force on the subject.
