ORDER:
The Government of Andhra Pradesh, as a part of its objective to harness the potential
of IT has established a Satellite based communications Network to be utilized in the areas of
Distance Education, Agricultural Extension, e–Governance, Awareness amongst self help
groups, Human Resource Development, training to Government Department personnel.
2. GoAP entered into a MOU with ISRO to utilize INSAT –III B satellite using Ku Band
on 8th July 2000. An autonomous society SAPNET is created for running the operations, and
registered on 22nd March 2003.

3. The Satellite network consists of Earth Station and Studios installed at Dr. B.R.
Ambedkar Open University (Dr. BRAOU), Jubilee Hills, Hyderabad. The Earth station Hub
and more than 1802 Remotes are operational and procured on BOOT model from M/s BEL.
4. Based on the recommendations of the High Power Committee, Government of
Andhra Pradesh has asked APTS Ltd., for provision of world class studio facilities for
MANA TV project and APTS Ltd., has gone through the tender process and selected and
awarded the contract to M/s Telescreen Communications Pvt. Ltd under BTOM model vide
reference 2nd read above to design, supply, install, commission, operate and maintain the
studio in good working condition during the entire contract period of 3years to be paid in 12
equal quarterly payments at a total cost of `15,39,45,062/- and `4,99,500/- towards
Manpower employed (Salaries per quarter). The Acceptance Testing Committee constituted
vide G O 6th read above, has given recommendations to Government, declaring the studio fit
for use, APTS Ltd., has declared the start of the BTOM period vide letter 7th read above, from
3rd November 2006 and funds `12,70,49,536 have been released to APTS ltd., Vide GOs
Reference 11th to 24th read above for making payments to M/s Telescreen Communications
Pvt. Ltd who have supplied Mana TV Studio equipment and Manpower under BTOM
contract. APTS has been requesting to release the funds vide letter reference 25th read above
to make payments of `2,68,95,526 yet to be paid to the service provider.
5. Government after careful examination hereby accord sanction and release an amount
of `69,00,000/-, (Rupees Sixty Nine Lakhs Only) during the period from 2011 to 2012 to M/s
APTS Ltd., excluding APTS service charges, to make the quarterly payments due to M/s
Telescreen, the BTOM Service Provider .
6. The amount of `69,00,000/- sanctioned in Para 5 above shall be debited to the
following Head of Account:
3451 : Secretariat Economic services
MH 800 : Other expenditure
GH (11) : Normal State Plan – IT&C Department
SH (08) : SAPNET
500 : Other Charges
503 : Other expenditure
7. The Joint Director & DDO, IT&C Dept., shall draw the above amount through an
Adjustment Bill and credit the same to the P.D. Account No.23 of M/s APTS Ltd.,
Hyderabad under the following credit Head of Account:
8449 : Other Deposits
MH-120 : Miscellaneous Deposits
SH (56) : Deposits of APTS Limited

8. The Managing Director, APTS Ltd., shall submit an advance stamped receipt for
`69,00,000/-, (Rupees Sixty Nine Lakhs Only) to M/s APTS Ltd., excluding APTS service
charges, to this Department The APTS Ltd., should utilize the amounts for the purposes
specified above as per the terms and conditions in vogue. The APTS Ltd., should also submit
Utilization Certificate along with details of expenditure, as soon as it is utilized and remit the
unspent balance, if any, to Government Account.
9. This order issues in concurrence of the orders issued by Finance Department vide
their G.O.Rt.No.926 Finance (EXPR.GAD-II) Department Dated 16.3.2012.
