GAD.II) Dept., Dt. 27.03.2012. **** ORDER: Government in the references 1st and 2nd read above have issued guidelines for the scheme “Constituency Development Programme (CDP)” empowering the Hon’ble MLAs and MLCs to suggest various developmental works of their choice to the tune of Rs.1.00 Crore in each of their constituency. Each MLA/MLC shall propose Rs.50.00 lakhs worth of works and the remaining Rs.50.00 lakhs worth of works shall be proposed by the Hon’ble In- charge Minister in the same constituency of MLA/MLC. 2.Government have provided an amount of Rs.385.00 Crores during the year 2011-12 under the scheme - Constituency Development Programme. A total amount of Rs.373.00 Crores (Rupees Three Hundred and Seventy three Crores Only) had been released in the G.Os. 6th to 8th read above during the year so far in relaxation of treasury control and quarterly regulation orders towards implementation of the programme. 3. Based on the proposal of this Department, Government, in the reference 9th read above, now issued Budget Release Order (BRO) for an amount of Rs.192.25 crores (Rupees One Hundred and Ninety Two Crores and Twenty Five lakhs only) (i.e, Rs.180.25 crores as additional funds and Rs.12.00 crores of the balance amount of 4th quarter of the year 2011- 12) during the year 2011-12, in relaxation of treasury control and quarterly regulation orders. 4. Government hereby sanction and release a total amount of Rs.192.25 Crores (Rupees One Hundred and Ninety Two Crores and Twenty Five Lakhs Only) (i.e, Rs.180.25 crores as additional budget and Rs. 12.00 crores of the balance amount of the 4th quarter of the year 2011-12) during the year 2011-12, as shown in columns 9 of Annexures I to IV to this G.O. for taking up developmental works as suggested and recommended by the Hon’ble MLA/ MLC and In-Charge Minister concerned. 5. The District Collectors shall note that, with the amount now released to the districts, the total amount has been released completely @ Rs.1.00 Crore per constituency of each MLA/MLC in the district for the year 2011-12 and for the year 2010-11 as well.6. The amounts now released for each district shall be credited to P.D. Account directly under HOA “8448-Deposits to Local Funds – MH-120-Other Funds-SH (22) Deposits of the Decentralized Planning”. The District Treasury Officers/PAO (in respect of Hyderabad District) are requested to adjust the above amounts to the credit of the above Head of Account. The amounts released now are non-lapsable in nature. 8. The District Collectors are requested to furnish the Utilization Certificates along with details of statement of expenditure and progress of works for the amounts released to constituencies for the year 2011-12. 9. The Chief Planning Officers (CPOs) of the concerned districts are authorized to operate the above PD account and they shall follow the accounting procedure ordered in the Govt. memo 1st read above and shall be responsible for any deviation. This order does not require the concurrence of Finance Department in view of the Budget Release Order issued by Finance Department in the reference 9th read above.
