INFORMATION TECHNOLOGY & COMMUNICATIONS DEPARTMENT (Communications Section) G.O.Rt.No.43 Dated. 21.03.2012 Read the following: 1. Administrative Sanction G.O.Rt.No.6, IT&C Dept, Dated: 17.01.2012 2. Lr.No.APTS/IIP/258/2008, Dated 16.03.2012 from the Manager (IIP&NW), APTS Ltd., 3. G.O.Rt.No. 930 Finance (EXPR.GAD-II) Department dated 16.3.2012. * * * * * ORDER: The National e-Governance Program (NeGP), approved by the Government of India, aims to significantly transform and improve the way the Government provides services to its citizens. It is envisaged to move from a government-centric to a citizen- centric paradigm in service provisioning; to start treating citizens as government customers; and to empower them to demand convenient, cost effective and transparent services from the Government. DIT, GoI has issued guidelines for funding the SWAN project for all States and U/Ts. 2. IT&C Dept. GoAP proposed new G2G SWAN connecting the State Capital to all District Headquarters (DHQs) and Mandal Headquarters (MHQs) under National e-Governance Plan (NeGP) and also to replace the existing APSWAN which connects SHQ with DHQs only and also running BOO model. At each of the above locations a SWAN PoP (Point of Presence) is proposed to be established. The SHQ PoP will be connected to the District PoPs using leased lines with 8 Mbps capacity. Each of the DHQ PoPs will in turn be connected to the MHQ PoPs of that district using leased lines of 2 Mbps capacity. 3. The new APSWAN connects the State Secretariat to 23 Districts with 8 Mbps Bandwidth leased lines and 1088 Mandals with respective District Head Quarters with 2 mbps leased lines, which are scalable, robust, and secure and has high capacity Bandwidth to carry voice, data and video traffic among designated Andhra Pradesh Government Offices at State, District and Mandal level. The connectivity to end-users is through leased circuits, or using Ethernet ports as appropriate for the individual offices. The Network has gateways for connecting to Internet of adequate capacity. The new SWAN is operational from 26.11.2010. The leased lines to support the Andhra Pradesh new State Wide Area Network are provided by BSNL, the Government of India undertaking. 4. APTS has requested for release of funds vide reference 2nd read above to make the payment for leased line charges that are payable during the period from 26.11.2010 to 31.3.2012 towards APSWAN network connectivity to BSNL. Government after careful consideration hereby sanction and release an amount of `. 10,45,00,000/- (Rupees Ten crores Forty Five Lakhs Only) to APTS to enable to make the payments to BSNL towards leased line rentals in relaxation of Treasury Control Orders. 6. The expenditure sanctioned and released at Para 5 above shall be debited to the following Head of Account. 3451 : Secretariat Economic Services MH 090 : Secretariat – Schemes included in the plan GH.11 : Normal State Plan S H (30) : National e-Governance Action Plan 500 : Other Chargers 503 : Other Expenditure (to be opened) 7. The Joint Director & DDO, IT&C Dept shall draw the above amount through an Adjustment Bill and credit the same to the PD Account No.23 of M/s APTS Ltd., Hyderabad under the following credit Head of Account: 8449 : Other Deposits MH 120 : Misc. Deposits SH (56) : Deposits to APTS Ltd., 8. The Managing Director, APTS Ltd., shall submit an advance stamped receipt for `. 10,45,00,000/- (Rupees Ten crores Forty Five Lakhs Only) to APTS Ltd., The APTS Ltd., should utilize the amounts for the purposes specified above as per the terms and conditions in vogue. The APTS Ltd., should also submit Utilization Certificate along with details of expenditure, as soon as it is utilized and remit the unspent balance, if any, to Government Account. 9. This order issues in concurrence of the orders issued by Finance Department vide their G.O.Rt.No.930, Finance (EXPR.GAD-II) Department Dated 16.3.2012.
